Pope Francis has appointed Maltese Archbishop
Charles Scicluna as adjunct secretary of the
Vatican's Congregation for the Doctrine of the
Faith in a move that has been interpreted as an
exercise in succession planning

A National Audit Office re-
port into inspections carried
out by Malta's fisheries de-
partment has revealed that
the vast majority of regis-
tered fishing vessels are not
equipped with tracking de-
vices.
The NAO said that "the
vast majority of Malta's fish-
ing fleet" was not equipped
with tracking devices such as
the Automatic Identification
System (AIS) – installed on
vessels which are over 15m in
length, the Vessel Monitor-
ing System (VMS) – installed
on vessels over 12m, and the
General Packet Radio Service
(GPRS), which is installed on
all vessels licensed to fish for
protected spe-
cies.

ARCHBISHOP Charles Scicluna has
been appointed to the number two
post at the Vatican's powerful Congre-
gation for the Doctrine of the Faith.
Scicluna was appointed adjunct sec-
retary to the congregation, in what
observers are interpreting as succes-
sion planning by Pope Francis.
The Maltese archbishop was already
a member of the congregation and
president of a special college within it
that decided certain legal matters in
canonical processes.
Scicluna, 59, will remain Malta's
archbishop.
The Congregation for the Doctrine
of the Faith is responsible for promot-
ing and safeguarding the doctrine on
faith and morals in the whole Catho-
lic world.
