Joseph Cuschieri, a director of the government company Safe City Malta, which is working with Chinese telecommunica- tions giant Huawei, told Mal- taToday that although even Prime Minister Joseph Muscat announced the controversial facial recognition CCTV during Budget 2019, Safe City Malta was not deploying it. "Although the Safe City tech- nology has advanced facial recognition capability, Safe City Malta is not planning to deploy this," Cuschieri said, instead saying that the CCTV system that will be installed in Paceville and Marsa will be 'ad- vanced video surveillance'. "In other jurisdictions, [facial recognition CCTV] has been deployed in situations where sensitive security issues are concerned, such as border con- trols or where a high risk of ter- rorism exists. Such deployment would require the scrutiny and clearance of privacy controllers at both national and EU level," Cuschieri said. Instead Safe City Malta will be deploying Huawei's advanced video surveillance, which would still need clearance from data and privacy controllers at national and EU level. A source privy to the inves- tigations currently underway inside the bank, which are be- ing led by a 'competent person' under the guidance of auditors EY, told MaltaToday that Sa- tabank had been operating "a very high-risk model, that is, taking onboard clients with suspected organised crime links and money launder- ing intentions. They were not doing proper know-your- customer and due diligence checks on the source of funds." The serious revelations were made clear on 12 October by the Financial Intelligence Analysis Unit, which found "serious potential breaches" that led the Maltese financial regulator (MFSA) to order the bank to refrain from carrying out transac- tions.
