DAVID HUDSON THE Notarial Council has taken issue with the wide powers grant- ed to the Housing Authority to enter private residences under rental contracts. According to the bill enacting the changes to Malta's rental laws, the Housing Authority will be granted the power to "enter any private premises, at all reasonable times and inspect any tenement… or take any photographs after en- tering or request any legitimate information". The law is still in its Second Reading in the House of Repre- sentatives. In its analysis of the law, the Notarial Council took issue with Article 19 of the Act empowering the Housing Authority to search residences at will. Jordanos Gabrhiwet, 30, from Eritrea, a resident at the Hal Far Open Centre who works as a cleaner, was charged with attempted murder and causing slight bodily harm to her daughter. Senior Police Inspector Trevor Micallef told Mag- istrate Simone Grech that the police were informed on Monday at around 7:40pm that Open Centre staff had intervened as the accused was trying to garrotte her daughter with a shoelace. The victim, who is just nine years old, survived the murder attempt with slight injuries. Lawyer Mark Mifsud Cutajar, appointed as legal aid to the accused, entered a not guilty plea to the charges. He informed the court that no request for bail would be made at this stage. The daughter is understood to have been taken into foster care.
