Industry sources said Portelli, who is the person appearing for the high-rise Mercury House pro- ject in Paceville, is now fronting a group of Maltese and foreign indi- viduals to buy the abandoned ho- tel site in Marsaskala. Portelli's style is to carry out the preliminary work to purchase sites and apply for permits, while raising capital through investors interested in aggressive high re- turns. The entrepreneur works from the same Portomaso office once used by the former disgraced EU Com- missioner John Dalli. Portelli still uses the services of Dalli's daughter, Claire Gauci Bor- da, who is involved in the financial aspect of his varied construction operations. The PN leader yesterday ob- tained 68% of the vote among councillors that will allow him to lead the party to the next election after a tortuous cou- ple of months. But the result also shows the depth of internal opposi- tion he faces, something De- lia acknowledged in his short speech at the end of the pro- cess. "The will of the majority will be respected but I will spare no effort to ensure everyone feels included in the party," Delia said, thanking councillors for the trust they placed in him. Councillors voted to keep Adrian Delia as party leader, with 68% in favour and 32% against PLANNING COUNTRYSIDE TURNED INTO
