Instead applicant Joe Cortis, owner of the former SMW Cortis site in Zebbug where the Lidl supermarket was be- ing planned, has requested the renewal of a 2014 permit for an extension of the existing factory. The permit had envisaged an extension of the factory of some 1,950sq.m, for two levels of storage, and larger parking and industrial loading areas. The permit had specified that the new premises be only used for "storage and distribu- tion purposes", limiting a pro- posed retail shop to 58sq.m on ground floor level. The location is partly zoned as an 'area of containment' – an area meant to contain in- dustrial developments located outside development zones (ODZ), that are meant to avoid their sprawl in the sur- rounding countryside. But the proposed supermarket would have extended into the sur- rounding ODZ to create park- ing spaces and provide road access for the new supermar- ket. A scheduled windmill on the southern periphery of the site is surrounded on three sides by the applicant's property. Transport Malta recently gave its clearance to the su- permarket project, claiming that any traffic it will generate will be mitigated by the Cen- tral Link project in the Attard area. But the Żebbuġ council had objected to the proposal be- cause of the traffic conges- tion. Moreover, it pointed to the possible social impact the project could have on estab- lished local shops and vegeta- ble sellers who earned their living within the locality. The supermarket chain already has another three megastores within a four-mile radius, with supermarkets in Luqa, Qormi and Santa Venera. Supermarket application for SMW Cortis site withdrawn as developers apply to renew 2014 permit before expiry No Lidl for Zebbug JAMES DEBONO AN extensive tourist accommo- dation project over a built-up footprint of 1,666sq.m is being proposed by Paul Vella's Bal- lut Blocks, instead of the rural Tal-Abatija hamlet along the road leading to the picturesque Fomm ir-Rih beach, just 450m from the proposed develop- ment. Plans presented by architect Ray Demicoli envisage the new buildings retaining practically the same footprint of the ex- isting buildings, some of them roofless or in a dilapidated state. Others have a residential use or are used as agricultural stores. But the change of use to "agri- tourism accommodation" is bound to increase pressures on one of Malta's most secluded beaches, which remains off the beaten track. The plans, as pro- posed, do not envisage any new access to the beach. The application foresees the consolidation and restoration of the existing vernacular struc- tures, which predate 1978, and the demolition of modern ac- cretions. As proposed, the develop- ment will include 16 large suites, of variable size between 30sq.m and 80sq.m, a reception, kitchen and breakfast area over 329sq.m and a 50sq.m swim- ming pool. All buildings will be limited in height to one floor. Plans envisage the growing of a large number of trees to screen the development. The area where the new tour- ist development is being pro- posed outside development zones is an area designated as a rural hamlet where no new de- velopment, involving the take- up of fresh land, is allowed.
