The difference between the parties is still massive but it remains to be seen whether this pattern observed in the last three months of the year is a momentary blip or the be- ginning of a sustained trend. A four-point loss may be dismissed by the PL given that the government had to contend with the backlash caused by the migrant riot in Hal Far last October, and then by the political turmoil that hit Castille when a suspect in the Daphne Caruana Galizia murder pointed a finger at the Prime Minister's former chief of staff Keith Schembri. The losses could have been worse but the number crunch- ers at Labour HQ in Hamrun are very likely to keep an eye on the trend line, now that the party will get a new leader in January. Throughout 2019, the PL could bank on a growth po- tential as a result of Joseph Muscat's superior trust rating. The outgoing Prime Minister consistently polled higher than his own party as he trounced Opposition leader Adrian De- lia. This could change with a new leader, although the first indi- cations suggest this may not be the case – a trust barometer polling prospective PL leader- ship candidates against Delia has shown that all of them beat Delia, scoring almost as well as Muscat, with Chris Fearne do- ing even better. Any political strategist would tell you that the aftermath of a leadership race could be char- acterised by wounds that take time to heal. Delia knows this well enough as he faced, and continues to face, flak from his own MPs and support base. The Opposition leader's trust rating continued to be ham- pered by a large cohort of peo- ple who voted for the Nation- alist Party in the last general election but who now trust no one. Contrary to Muscat, Delia consistently scored lower than his own party, which means the PN had less potential to grow. Whether the same will hap- pen in the PL still has to be seen but the trust barometer held in the first week of De- cember shows that both Chris Fearne and Robert Abela re- tained 92.7% and 88.7% respec- tively of the 2017 Labour vote. The overall trust rating gave Fearne 60.6% - the highest ever trust rating for any leader – and Abela 49.3%. With the political landscape in constant flux, partly as a result of ongoing court cases linked to the Caruana Galizia murder, predicting the trajec- tory of survey results will be difficult. So far, the PL, its current leader and its prospective lead- ers remain solidly in front but as the story of the past few weeks has shown us, nothing can be taken for granted. Senior Professional Officer (Legal) Permit no. 217/2019 Qualifications & Experience • MQF level 6 in Law; • A min. of 2 years work experience in a Legal Office. Job Description • Provide advice and support to the Chief Officer Legal and the Chief Executive Officer on all matters related to the different units; • Assist various units on legal issues and assess legal documents to ensure the Agency's legal protection; • Be fully conversant with Acts pertaining to the assigned unit and oversee implementation; • Ensure that all legal formalities and other obligations related to the Unit are fulfilled in time; • Ensure that high level secrecy and privacy for all legal data is maintained within the Agency; • Translate policies into strategic plans for implementation; • Update leaflets and website information to reflect legislation changes; • Any other duties as directed by the Chief Officer Legal or the Chief Executive Officer. Reporting Officer Permit no. 714/2019 Qualifications & Experience • MQF Level 4 or higher in management, leadership or administration; • ECDL certificate; • In possession of a security license or must be obtained within the first six months of employment. Job Description • Oversee control systems to prevent the violation of legal guidance and policies which fall under the Agency's remit; • Carry out systematic due diligence and investigations in accordance to the law, including site inspections, as well as testify in court; • Assist units in the implementation of internal policies and procedures; • Enforce regulations in all aspects and levels of operations; • Collaborate with other entities in the monitoring and enforcement of standards and regulations; • Identify compliance issues and provide advice on high ethical standards; • Keep abreast with regulatory developments and evolving best practices in compliance control; • Carry out freedom of movement interviews; • Compile statistical information and prepare reports for both internal and external use; • Conduct duties in the utmost responsible manner, consistency and integrity; • Any other duties as directed by Chief Executive Officer.
