Malta demands 'forcible' sharing of Hurd's Bank migrants MATTHEW VELLA THE Maltese government is ne- gotiating a mandatory relocation of some 160 migrants and asy- lum seekers which it is preventing from claiming asylum in Malta, by keeping them on two Captain Morgan ferry boats on Hurd's Bank outside territorial waters. Government sources said nego- tiations with the European Com- mission had reached a delicate stage, as Malta kept up its veto on spending for Operation Irini, an EU military operation intended to enforce a Libyan arms embargo. On Friday, the EU's High Rep- resentative Josep Borrel said that he had spoken to foreign minister Evarist Bartolo. "I have made a call to other member states to support Malta in facing this recent wave of migrants from Libya… but this will not be solved until we stabi- lise Libya politically." Borrel disagreed with criticism that Irini was effectively only stop- ping the flow of weapons to the UN-recognised Government of National Accord in Libya, which is supported by ally Turkey in the transportation of arms at sea. "We also have an aerial mission to sur- vey the flow of weapons… and to watch what is happening on the border between Libya and Egypt," he said. Critics say Irini is unable to stop the flow of weapons to GNA ri- val and strongman Khalifa Haftar who is supported by Egypt and the UAE, as well as France.
