maltatoday | SUNDAY • 21 JUNE 2020 9 NEWS Anglu Xuereb ditches Marsa high-rise plan JAMES DEBONO ENTREPRENEUR Angelo Xuer- eb has withdrawn an application to build a 37-storey tower in Mar- sa on a plot of land in an industrial area along the busy 13 December Avenue. Xuereb declared being sole own- er of the land in question in the a p p l i c a t i o n , presented on behalf of Ma- rine World Limited. The application is still at its ini- tial stages and is currently being vetted by the Plan- ning Authority before being issued for pub- lic consulta- tion. However, the ownership claim was disputed by the noble Tra- pani Galea, Testaferrata Bonici and Galea Testaferrata families. In a strongly worded legal letter sent on 5 May, the three families called on Xuereb to remove from plans "any access to the site from the client's property". The fami- lies also claimed that Xuereb had previously tried to buy this land from them but that they had re- fused to sell. The application was withdrawn on 21 May. Plans submitted showed a 37-storey tower, with the ground floor occupying 7,500sq.m, acting as a podium, with the first floor being 2,650sq.m, then with each floor reducing in size. The Superintendence for Cul- tural Heritage had warned that the development would have had a major visual impact not just on the site and its immediate sur- roundings, but also on localities around the Harbour area. According to local plan chang- es approved last year, high-rise development will be allowed on a 100,850 sq.m zone in Marsa that has been dubbed the 'Marsa Park Development Area and Business Hub'. The area includes the site proposed by Xuereb. The area can now cater for a mix of retail, office and light industri- al development over a floor space of 225,000sq.m that includes the whole tract between Triq it-Tigri- ja in Qormi and Triq Dicembru 13, and extends to Albert Town. Now Kalanka owner wants shop JAMES DEBONO AN agricultural entrepreneur setting up an agri-tourism pro- ject in Delimara is request- ing the green light for a small 15sq.m shop in the Kalanka ru- ral enclave. After getting a permit for a hotel, a massive boundary wall, a goat farm, greenhouses and a large store, the Environment and Resources Authority de- nounced the new proposal by Noel Abela as another example of piecemeal development in a protected area. The small retail shop will sell the produce from on-site agri- cultural activities. The ERA noted that the site has been subject to "a number of piecemeal planning commit- ments" over the years, including permission to relocate agricul- tural stores, the construction of greenhouses and a breeding farm, and the construction of reservoirs. The ERA warned of the spill- over impact of this piecemeal accumulation of permits, which would increase pressure on surrounding lands by more de- mands for parking or further "extension, diversification and enlargement of the existing development" once the use be- comes firmly entrenched on site. Increased traffic and demands for infrastructural upgrading often catalyse similar changes in the surrounding lands, and the ERA said there was no justifica- tion for further loss of rural land to accommodate a commercial use within the area. Over the last five years, the Planning Authority approved four other applications pre- sented by Abela to sanction ru- ral structures previously used by bird trappers, then a permit to "consolidate" a series of old structures into a brand new 62sq.m agricultural store, and greenhouses on some 735sq.m of land. Again the ERA had objected to this "piecemeal ap- proach" on an area scheduled for its landscape value. The PA's planning commis- sion also approved a 230sq.m goat farm to house the Maltese goat once eradicated in Malta after the brucellosis epidemic, and which Abela wants to re- introduce from Sicily. In 2017 the PA approved a 1.8m-high wall to "demarcate" Abela's ho- tel from the adjacent rural path. In 2018 it approved the redevel- opment of the former 'Delima- ra Bay Hotel' into an ecological boutique hotel of 17 suites. On his part Abela has always insisted that his aim was to re- store agricultural activity to what was previously a no-go area occupied by squatters who used it for hunting and trapping activities.
