Azzopardi was elected in the 2017 election as one of two extra seats awarded to the Nationalist Party to ensure proportionality between votes and seats. This is the first time that a parlia- mentary vacancy has arisen to fill such a seat and the Constitution makes no particular reference on whether a casual election should be held. MaltaToday is informed that the Electoral Commission is seeking advice from its legal advisors on the matter. However, people with knowledge of the electoral system close to both major parties have suggested that the most likely option is a casual election. "When the official election re- sult is out, the names of those who made it to parliament through this route, like Frederick and Carm Mifsud Bonnici, are announced alongside those of candidates elect- ed through the normal process, so any vacancies should be filled by a casual election," a source close to the PN told MaltaToday. The same reasoning was made by somebody close to the Labour Par- ty. "Frederick had his own packet of votes when elected through the mechanism so a casual election seems logical. If not, another option would be to elect the PN candidate with the highest number of votes who was next in line but there is no guarantee he or she will be from Gozo," the source said. A direct co-option does not ap- pear to be a solution, though. If a casual election is held, the PN has five other candidates on the Gozo district who were not elected. These are: Joseph Ellis, Ċensu Galea, Ryan Mercieca, Ma- ria Portelli and Jason Zammit. An- other candidate, on the PN list was Charles Polidano, who represented the Democratic Party. If the less likely option of choos- ing the next PN candidate in line with the highest number of votes is considered, the seat would go to Antoine Borg, who at the last count was left standing with 3,256 votes on the 7th District.
