A source close to the prime minister told MaltaToday Abe- la is mapping out the best com- bination possible for a dynamic team. "He has a set of policies he wants implemented before go- ing in for a general election, so he is going to pick the best placed ministers to help him deliver those policies, and he wants to steer clear of the prob- lems that plagued ministers in the previous administration." But Abela has also been warned against sowing resent- ment inside constituencies who could feel disenfranchised if their MP loses their ministe- rial portfolio. One member of a ministerial secretariat told MaltaToday: "He cannot forget that at district level, a minister also means having a stronger connection to the constituents. Ministers who have forged a close connection with the dis- trict might not be easily dis- posed of." Speculation is also rife about the replacement for head of secretariat. Two names put forward by Cabinet ministers were the deputy commander of the Armed Forces, Mark Mall- ia. Abela is said to have a posi- tive rapport with Mallia, much like his predecessor Joseph Muscat had with Brigadier Jef- frey Curmi, who is the AFM commander. The other possi- ble candidate has been young lawyer Ian Borg, who however appears to have settled into a consultancy role at the Office of the Prime Minister rather than the round-the-clock job of head of secretariat. On Friday, the Labour par- liamentary group also faced a reinvigorated Bernard Grech, whose speech at the end of the OPM budgetary vote presented a new face to the Opposition. "His rhetoric was clear, straight to the point, pugnacious... he allowed himself to put his hand in his pocket just to show off his ease," one minister told MaltaToday. "Abela's choic- es for the Cabinet are aimed at neutralising criticism of his government's performance." ONE man has died and 146 new cases of COVID-19 have been registered in Malta over the past 24 hours, the Health Authorities have announced. Yesterday, the health de- partment announced that a 92-year-old man was the latest victim of the disease. 74 COV- ID-19 patients have died and 5,000 people have recovered from the disease since the start of the pandemic. Information released by the Health Ministry shows that there were 168 recoveries, bringing the total of active cas- es to 1,965. Yesterday's cases are still being investigated, but from those reported yesterday, 19 were family members of known cases, 17 were work colleagues, 11 were direct contact cases and 7 were contracted from so- cial gatherings.
