The new class, referred to as Class 24, will be used for development related urban greening projects by Government agencies, Local Councils and other appointed entities. This proposed class will cover works related to the formation of greening pro- jects within the development zones indi- cated in the respective Local Plans, the installation of playing equipment within greening projects and excavation of un- derground reservoirs intended for the irrigation of the proposed vegetation and other related uses to the greening project. Works may also cover the installation of flooring systems and vertical greening structures, including against public build- ings or government-owned residential blocks, but excluding buildings which are scheduled or located within scheduled ar- eas. The Development Notification Order, which is currently categorised into 23 classes of permitted development, covers those development types which are con- sidered not to have an impact both on the site context and neighbouring residences. Applicants will require prior approv- al from the Superintendent of Cultural Heritage (SCH) for sites within Urban Conservation Area, Scheduled sites and sites within scheduled building settings. Greening projects falling within schemed roads will require prior approval from Transport Malta, while prior approval needs to be obtained from the Environ- ment and Resources Authority for the uprooting, transplanting, and planting of trees. PA proposes new category for development notification order THE proposed planning pa- rameters which will guide future development in the northern part of the Area of Containment (AoC) at Tal- Handaq in Qormi has been issued for a third phase of consultation by the Planning Authority, after it carried out considerable changes to the draft policy it had published in September 2017. This new proposed policies for this area seek to establish the land-use zoning, building height limitation, design parameters, sustainability issues, transport and parking provisions and road alignments within this existing AoC which is directly adjacent to the Tal-Handaq Industrial zone. The function of an AoC, such as this one in Tal-Handaq, is to provide adequate land allocation for predominantly industrial, commercial and warehousing land uses. With Qormi, histor- ically having a long-term issue whereby warehousing uses have been located in parts of the res- idential area. The availability of land outside the residential zone of Qormi offers a clear and practical solution to address the incompatibility of such mixed uses. The newly proposed revisions to the local plan for this area will ensure a general improvement in the visual appearance of the AoC and its surroundings with pro- posals including improvements in form and treatment of the el- evations, providing detailed and large-scale visual interest and enhancing the industrial streets- cape and the surrounding envi- ronment through higher quality design. Blank party walls will not be allowed to be created through any new development. The draft planning policy, to- gether with the proposed maps and submissions received from the public during the 2nd phase of the public consultation, may be viewed on the Planning Au- thority's website: www.pa.org. mt/consultation.
