The ECHR decision this week declared that the 2018 changes to the Housing (Decontrol) Or- dinance, which allowed tenants a five-year reprieve before evic- tion, interfered with landlords' right to property. The 2018 amendments for houses held under pre-1995 leas- es, allowed owners to revise con- trolled rents up to a maximum of 2% of the property's value and then only for tenants who satisfy a means test. However, tenants who do not satisfy the means test were still allowed a five-year re- prieve before vacating the prop- erty, at double the rent payable at the time. European court puts protection of tenants from eviction at risk MATTHEW VELLA A request for pardons by the two hitmen accused of assassinat- ing Daphne Caruana Galizia to name a former Labour minister as one of the masterminds, is set to rock the Maltese political es- tablishment. Yet so far lawyers for both George and Alfred Degiorgio, as well as the third hitman Vince Muscat – who has filed a new re- quest for a pardon – have heard nothing from the authorities. An eventual breakthrough ap- pears to be aligned with initial ckaims by Tumas magnate Yor- gen Fenech, who stands accused of being the mastermind, when he first told police that former minister Chris Cardona was the mastermind, and then also ac- cused Keith Schembri, the chief of staff to former PM Joseph Muscat, of being part of the plot. Joseph Muscat has already de- nied the claims Fenech made to police on 29 November 2019 of having had knowledge of the Melvin Theuma tapes and that he even spoke with Yorgen Fenech about their existence in a January 2019 meeting at Castille, and then again at the Girgenti Palace at a party. But Fenech's categorical insist- ence in his police statements – recorded after being denied two requests for a pardon – was that Muscat was aware that Theuma had been "blabbing" about his mobile phone recordings.
