MATTHEW VELLA ONE of the hitmen in the assas- sination of the journalist Daphne Caruana Galizia told a magistrate in February 2021, that a co-conspira- tor had complained they had failed to record conversations with former Labour minister Chris Cardona. Vincent Muscat 'il-Koħħu', who pleaded guilty to his part in the car bomb that killed Caruana Galizia in 2017 for a 15-year sentence, told a magistrate the Degiorgio brothers name-dropped Cardona in a con- versation they had while waiting to be escorted into the courtroom for the compilation of evidence against him. George and Alfred Degiorgio were last week denied a pardon for their part in the crime, after they claimed they could give direct evidence of a former Labour minister who com- missioned the Caruana Galizia mur- der, as well as an unnamed middle- man that has so far faced no charges in relation to the case. Applicants for the Indi- vidual Investor Programm – Malta's €1.15 million cash-for-passports scheme for the global rich – al- lowed them to spend just an average of 16 days in Malta out of their supposed 12-month residency peri- od. The system was put in place by Henley & Partners, the IIP's 'concessionaire' and the government agency Identity Malta, which effec- tively reduced the residen- cy process to a box-ticking and score-granting exer- cise, documents revealed in the Passport Papers show.
