The simple yet striking memorial commemo- rates the forgotten and unfortunate tragedy which happened in this same place nearly 200 years back. The fatal day was 11th February 1823, during Carnival time when 110 children were crushed to death in a stampede when poverty and hunger were ram- pant. The accident happened when some adults from the crowd that was leav- ing the carnival celebra- tions, mixed the group of children who were entering the convent to receive some free bread. Most of the children re- sided in Valletta or the Cottonera area. Perit Vincent Cassar, Chairperson of the DPF said "This is a noble pro- ject as we are not only giving funds to preserve a historical building but thanks to Fr Marcellino and the Franciscan Or- der, we are offering dig- nity and a safe environ- ment to homeless and poor people. "This pro- ject continues to show the Authority's commit- ment to supporting pub- lic community projects which seek to improve the social and communi- ty life of residents within any given locality." The Planning Devel- opment Fund receives financing from a few different sources, with on-street parking fees being the most signifi- cant among them. Plan- ning gains too make up a portion of the fund, whereby a developer of a sizeable new develop- ment is asked to make a financial contribution for the inconvenience caused in the locality where their develop- ment occurs. Also, a proportion of the reve- nue generated through applications for the reg- ularisation of develop- ment is being directed to the fund. The contribution is allocated to the locality where the development permit was been granted for it to be used on pro- jects that improve com- munity facilities and green areas.
