The site of the former Pulvich explosives fac- tory is earmarked for the construction of 10 one-storey blocks by the Sun Route Hotel, a company operating the Hotel Santana in Qa- wra, owned by the heirs of JB Stores's Albert Sant. The inclusion of a breakfast room represents a change from original plans to have the build- ing host vending machines inside a reception area, with a linen and luggage store. No kitch- en is included in the breakfast area, which technically means the building cannot be used as a restaurant. Each self-catering unit previously had its own small pool; now the new plans include a single, large common pool with decking for 20 sun beds, suggesting what was once denoted as "high class accommodation" bv the Malta Tourism Authority is looking more like a ho- tel. The project has the go-ahead of the MTA the Environment and Resources Authority and the Transport Authority. But the Superin- tendence for Cultural Heritage is objecting in principle to tourism development in the area. While noting that the site has been designated for use as an explosive factory so as to not pose potential hazard, the Superintendence insists that any works on this site should not commit it "for development of a non-agricultural na- ture".
