The minimum rate paid will be €200 per year, while the rates per child will increase by €100 across the board. BENEFITS FOR ATYPICAL WORK In-work benefit of €150 for 40,000 workers that work atypical hours and earn less than €20,000 in industries such as manufacturing, hotels and restaurants, transport and storage, wholesale and retail and administrative. PART-TIME WORK TAX RATE Part-time work will start being taxed at 10%, down from 15%. This measure will leave €5 million in people's pockets. 15% OVERTIME TAX RATE Overtime tax rate of 15% for people earning a basic pay that does not surpass €20,000 will apply on the first €10,000 earned from overtime. TAX REFUNDS Tax refunds will be increased. The minimum amount paid will increase to €60 and the maximum amount paid will be €140. The total expense for 2022 will be €23 million, up from €17 million this year. STUDENT STIPEND Sttudent stipends will increase by 10%. STUDENT WORKERS Students will be allowed to work 25 hours per week, an increase from the current 20 hours. PROPERTY No capital gains tax or stamp duty will be paid on the first €750,000 on property that is older than 20 years and vacant for more than seven years, or property in UCA, or with typical Maltese architecture. First time buyers of these properties will benefit from a €15,000 grant in addition to the above incentives. The grant for those buying these properties in Gozo will amount to €30,000. These measures will come into force immediately and be for three years. VAT REFUND With immediate effect, anybody who will buy or already owns one of these properties will receive a VAT refund up to a maximum of €54,000 on the first €300,000 spent on renovation. FIRST- AND SECOND- TIME BUYERS First-time and second-time buyer schemes, and schemes for purchasing houses in Gozo will continue although the special rates during the pandemic will be phased out. CONTRACTS PORTAL New portal for all work contracts to be registered online. BUSINESS INCENTIVES Incentives for businesses to invest in their businesses FUEL PRICES Mitigate for increase in fuel and electricity as a result of international prices. Government will subsidise this pressure that could amount to 1.4% of GDP. AIR MALTA Air Malta restructuring €65 million allocated. GOZO HELIPORT The Gozo heliport will be modernised and upgraded in a full overhaul. SEA TRANSPORT The number of quays and jetties will be increased and new routes will be introduced. Jetties will be built in Sliema and Birgu. A promenade betwwen Birgu and Kalkara. PAST INJUSTICES €11 million will be allocated to address past injustices.
