A "moderate to major" impact is also foreseen when the new de- velopment is viewed from the promontory near the Mellieħa church. The Environmental Impact Assessment was carried out by ADI consultants, who were commissioned by the Mizzi Group, owners of the site, to assess the impact of the pro- posed development. The new hotel will dou- ble its 7,000sq.m footprint to 13,500sq.m, with gross floor area growing from 26,000sq.m to 54,000sq.m as rooms grow from 313 to 421. The hotel will turn into a "larger, bulkier development on the coast" as viewed from the beach, although a new colouring will keep within its surroundings compared to the stark white of the existing ho- tel. As seen from the Mellieħa church's promontory, "the increase in height and the in- creased density of develop- ment to the left is highly no- ticeable", especially a boundary wall that will become particu- larly noticeable as it takes up almost half of the front of the site. From l-Aħrax, the hotel's "bulkiness, increased height and additional buildings will make it more noticeable." The hotel has to expand in order to increase room sizes and amenities for a 5-star rat- ing, relocating its external car park inside, and building over some 2,368sq.m of semi-natu- ral land. By extending further to the north, closer to the seabird col- onies at l-Aħrax, the extensive façades will also require ambi- ence lighting but must take into account light pollution effects. The impact of this could be uncertain "with a potential for minor to major significance", the EIA says, proposing a light- ing plan in line with guidelines from the LIFE Arċipelagu Gar- nija Project to reduce the im- pact on seabird colonies. Battery and burial site Studies on cultural heritage identified two unscheduled features of significant heritage within the site – the remains of a Knights-period battery, the Fedeau or Qassisu battery, pre- viously believed to have been lost; and an unrecorded burial site. The Superintendence for Cul- tural Heritage is still investi- gating the burial site to deter- mine its heritage value. Following the uncovering of these two heritage features, the developers immediately amended their plans to in- corporate the remains of the battery in the landscaping de- sign, where the feature will be Cynical move angers Brussels CONTINUED FROM PAGE 1 The repeal of the 'old' law on 13 October effectively led to a stay in infringement proceedings launched by the Commission against Malta's derogation from the EU ban on trapping, which by then had reached a second stage where Brussels sends Malta a reasoned opinion. But Commission sources sus- pect Gozo minister Clint Camill- eri is attempting to force Brussels into restarting the infringement process, with a new letter of for- mal notice, because Malta is leg- islating a 'new' framework law on trapping. The suspicion is compounded by the carte blanche granted by the Ornis Commitee, the con- sultative body that issues recom- mendations to the minister on whether the reopen the trapping season or not. The Ornis Committee last met on the eve of the repeal of the framework law on trapping, where it was to decide on wheth- er to recommend the minister to reopen the trapping season in autumn. Instead, the Ornis chairman – Joseph Grech – presented a motion to the committee, to al- low the minister responsible for hunting, Gozo minister Clint Camilleri, to single-handedly take the decision to reopen the trapping season or not, given that Malta was facing infringement proceedings from Brussels. BirdLife Malta, members of the committee, abstained on the motion, which was supported by hunters lobby FKNK and the other government appointees. The day after on 13 October, the government repealed the law allowing trapping for scientific research, ostensibly due to the threat of legal action from Brus- sels. Yet almost a week later on 19 October, the FKNK issued a pub- lic statement expressing grati- tude to Camilleri for the reopen- ing of the trapping season, right on the eve of the publication of a new framework law, once again announcing a derogation from the EU ban on trapping on grounds of scientific research. But the move has angered Brus- sels officials who first interpreted the repeal of the 'old' framework law as a response to infringement proceedings.
