Successful candidates must be in possession of the following: - Qualifications At least a first degree or a comparable professional qualification as recognized by the MQRIC, preferably in Architecture and Civil Engineering, or Land Use Planning, or Enforcement, or Business Administration, or other related subject. Experience At least 5 years' experience in development management and / or control, or 7 years' experience in a management position, with a track record of achievements in development management, including mature experience in liaising and dealing with top executives. Skills Outstanding communicator (verbal and written). Fluency in Maltese and English. Strategically oriented. Ability to formulate recommendations. A demonstrated track record of goal and achievement orientation. Computer/word-processing literate. Good ability to withstand stress from public contact and complaints. Abilities Ability to formulate recommendations and solve problems. Ability to work under pressure as part of the Planning Authority Management team. Candidates are to present scanned copies of all qualifications with their application together with proof of local equivalence, for certificates which are not issued by the University of Malta or MCAST, which equivalence documentation is issued by the Malta Further and Higher Education Authority (MFHEA). Residents fear the roof terrace restaurant will increase noise levels, impacting on the sound- scape of Mdina, known as 'the Silent City'. The case officer also de- scribed the size of the proposed two restaurants as "excessive for the seven suites being pro- posed". Since the restaurant will have a separate access to the proposed hotel, "it can easily be operated separately" from it. This was deemed to be in breach of the local plan for Mdina, which specifies that restaurants should be "ancil- lary" to tourist accommoda- tion. According to the case officer, tourism accommodation may be considered on this site as long as the access is from Triq Villegaignon, which is zoned for "the consolidation of busi- ness activities" in the local plan. But this is only acceptable as long as the access is from this street, and none of the square. Submitted drawings indicate that the hotel will have access from Triq Villegaignon, while the restaurant will be accessed from Misraħ San Pawl. Photo-montages by the de- velopers show that the rooftop restaurant will not be visible from street level although it will impact on aerial views of the city. The proposal also foresees a glazed structure in the central garden to accommodate a res- taurant. The Superintendence for Cul- tural Heritage expressed con- cern on the proposed demoli- tion and the raising of roofs at the upper most level. The development applica- tion seeks permission for the re-joining of a previously split palazzo, into a single property, the change of use from a resi- dential dwelling and a shop to a hotel with "ancillary facilities" including a restaurant on the ground floor and another one on the roof terrace. The owners of the palazzo were last year awarded over €1 million in damages, in consti- tutional proceedings brought by the owners of the stately home. In 1976 by means of a private writing, Mark Pace's predeces- sors leased this historic palaz- zo for a period of 10 years, but the owners were caught with- in the shackles of 1979's legal amendments allowing Maltese tenants to acquire the right to continue residing in such premises indefinitely.
