The Accountant General announces that the price for each Fixed Rate Malta Government Stock offered for subscription by members of the public has been established as follows: (ii) 2.90% Malta Government Stock (Sixth Issue) maturing in 2032 at €101.75 with a YTM of 2.703% (which corresponds to an annualised rate of 2.722%); and LUKE VELLA PRESIDENT George Vella has once again to confirm that it will be him who signs the IVF amendments bill into law, say- ing he has no say on what gets signed into law or when. Vella, who was interviewed on Saturday by Andrew Azzopar- di on Radio 103 Malta's Heart, said that his role binds him from pushing back against any law passed through parliament. "Any law that goes through Parliament with the correct democratic process has to be accepted," he said. "I can't send back any bill for a second consid- eration and once it goes through, it has to be signed. Amendments to the IVF law, which include the introduction of pre-implantation genetic test- ing of embryos, were approved by Parliament on Wednesday with 66 votes in favour and three against. But when pressed by the media on whether he would personally sign the law himself, Vella was cryptic and kept repeating that it would be signed. He was also evasive on whether he would be in Malta to do so. Vella told Azzopardi the IVF bill did not pose the same moral- ity issues as a potential abortion or euthanasia bill. "In that case there would be not argument - I would leave," he said. "We're however not at that stage yet." As to whether he wold be abroad, leaving newly-appointed Agent President Frank Bezzina to sign the IVF amendments into law, Vella once again would only say that the bill would be signed by the presidency. Metro not suitable for Malta Asked about the current rate of development in Malta and its sustainability, Vella said he feels that aesthetics were being over- looked by the industry. "Will today's buildings be rel- evant and attractive for future generations? Nowadays we sim- ply build blocks upon blocks," he said. The President said that the road infrastructure projects were having a toll. "How many flyovers and tunnels are we going to build? I won't deny that they are needed, however we have to consider the amount of cars that are imported every day. We also have to rethink our transport in- frastructure," he said. As for the calls for a metro sys- tem, Vella said he does not agree this would be suitable for Mal- ta, or economically viable. And he believes sch a system would cause many environmental is- sues. Vella referred to a recent trip to Qatar and said he was impressed with their monorail system, which he said could work well in Malta. "We need to come up with a re- al master plan for our transport infrastructure. Traffic is one of the worst headaches for the Mal- tese, causing pollution and men- tal health issues daily," he said.
