MATTHEW VELLA GREEN Party chairman Carmel Cacopardo has called President George Vel- la's (pictured) contin- ued delay in assenting to amendments to Malta's IVF rules, a breach of his consti- tutional responsibil- ities. Cacopardo said ADPD are calling for the immediate impeachment of President George Vella after failing to give his assent to the IVF Bill approved by parliament earlier this month. The Maltese Parliament ap- proved the legislation of pre- implantation genetic testing on embryos for inheritable diseas- es on 6 July. But Vella, a former Labour minister and medical practitioner who is op- posed to IVF, has so far not yet assented to the Bill. ADPD chair- man Cacopar- do today said the lack of presidential assent 'with- out delay' is in breach of the Consti- tutional re- sponsibilities of the President of the Republic. "Article 72 of the Constitu- tion provides that 'When a bill is presented to the President for assent, he shall without delay signify that he assents.' The bill has been on the President's desk for many days and he has not given his Presidential assent. He should signify that he assents without delay. There are no ifs and buts." Earlier this week, the Govern- ment Gazette erroneously pub- lished a notification for the as- set of the bill but retracted soon after. The Gazette publishes both an automatic notification for the Bill being placed before the President when an Act is ap- proved by the House of Repre- sentatives, as well as the formal assent after it is signed by the President. But the process has been short-circuited so far by Vella's unhurried pace. "In statements made to the press over the past days it has been made amply clear that Dr George Vella is reluctant to as- sent to the approved IVF Bill," Cacopardo said. "This is clearly unacceptable and runs counter to his Constitutional responsi- bilities as President of the Re- public. "A Green MP would by now have presented a motion for the impeachment of Dr George Vella and his removal from the office of President of the Re- public for failing to shoulder his Constitutional responsibilities 'without delay'." Vella could be expected to take a short break in the coming week so as to allow agent-presi- dent Prof. Frank Bezzina to sign the Act in his stead. After stepping down as an MP, in 2018, the former foreign minister dubbed Labour's regu- larisation of embryo freezing "a complete travesty of morality". He recently told the press "the law will be signed" but refused to be drawn into any comment as to whether he will personally assent to the law. Before his appointment as head of state, Vella had ex- pressed serious reservations on the IVF law changes pushed by government in 2018. The bill made embryo freezing legal af- ter it was outlawed back in 2012, and allowed egg and sperm do- nation, making treatment also accessible to single women and lesbians. Vella had then questioned why government was going down a "slippery slope" to deliver "the utopic promise of equality". 'Impeach Vella for IVF delays' say Greens MATTHEW VELLA MINISTERS have been told that they must find some €200 million in budgetary cuts across most of the entire government system, in a bid to keep spending in check for the rest of the year. Most members of the exec- utive have balked at the in- struction, which will mean cuts across the system in a bid to counter the necessary state injection to make good for the rise in gas and fuel prices prompted by the war in Ukraine. A government spending re- view was already underway to mitigate the impact of energy subsidies on public finances. Finance ministry civil serv- ants have expressed concern over an instruction that is con- tradicted by other political de- cisions for continued subsidies that are not means-tested. The economy is expected to continue growing although projections have been revised downward and this will yield more income for the govern- ment. Malta registered a deficit of 8% last year, the highest in the EU. Finance minister Clyde Caru- ana had set aside €200 million to cushion the impact of rising energy prices when presenting this year's budget. However, this was before the Russian invasion of Ukraine that has caused energy and food prices to spike. Enemalta's fixed price agree- ment with Electrogas came to an end in April at a time when gas prices are soaring. Additionally, the price of oth- er commodities such as wheat have also shot up, prompting government to support Mal- tese wheat importers with an outlay of €6 million. But it is only thanks to the Maltese government's policy to absorb energy and fuel price shocks that Malta's inflation remains the lowest in the Eu- rozone at 6.1%. Still, the spending cuts reflect anxiety over sustainable fi- nances, a formula that can only be achieved with an economic stimulus or increase in taxa- tion, or even both.
