The management structure is established by Council Implementing Decision on the approval of the assessment of the Recovery and Resilience Plan for Malta 11941/21 and supporting Annex ADD 1, by Regulation (EU) 2021/241 and of the European Union Recovery Instrument set up by Council Regulation (EU) 2020/2094. The Measures and Support Division would like to announce that the closure of the following call: • Call 1 Renovation of Private Sector Buildings Grant Scheme is being extended and shall close at noon of Friday, 4 November 2022. Devis Mangia: MFA mum on allegation of an improper and unwanted sexual advance CONTINUED FROM PAGE 1 The MFA has refused to comment on the allegation of an improper and un- wanted sexual advance. A spokesperson said the association's executive board would be meeting on Wednesday But no further comment was released beyond its official statement on breach of MFA pol- icies and that Mangia would cooperate with inquiries. Contacted by text message yesterday after not taking MaltaToday's calls, Man- gia, 47, was asked for comment as to the allegations of unwanted advances to foot- ball players under his charge, as well as the existence of similar allegations from previous coaching posts. The 47-year-old succeeded Ray 'Zazu' Farrugia in 2019 at the helm of the na- tional team, who had been appointed after the sacking of Tom Saintfiet. In his last two seasons in charge of Universita- tea Craiova, Mangia led the team to win the Romanian Cup, and also managed to take it to the third round of the Europa League, playing against top-tier teams A.C. Milan and Redbull Leipzig. Mangia, who married in 2019, was al- ready accused of entertaining intimate re- lations with footballers when he coached University of Craiova in Romania. The accusations were made by another former coach, Victor Pițurcă, who said Mangia had made advances to footballer Răzvan Popa when he coached the team between 2017 and 2019. Club owner Mihai Rotaru had stated that Mangia was not fired, but that he had agreed to leave following discus- sions. "We really care about Devis, he was part of our family," Rotaru stated at the time. But similar accounts abound from yet another surprise departure by Mangia in 2016, from Ascoli, when the coach claimed he had to leave the club due to health problems. Mangia was however implicated in an incident that took place at a Novara hotel in May 2016 when he and another football player were reported to have left the football team's retreat for hours on end. Mangia acquired his UEFA Pro coach- ing licence from the Coverciano technical centre in Italy, and his contract with the national team expiries in December 2023. CRIMINAL proceedings against former Infrastructure Malta CEO Fredrick Azzopardi are to be assigned to a new magistrate, after his request for the recusal of magistrate Elaine Mercieca was upheld this morning. Azzopardi had requested the magistrate's recusal in the criminal case filed against him over breaches of environmen- tal protection legislation, on the grounds that the same magis- trate had already pronounced herself in a closely-related case. He is also arguing that the charg- es against him are time-barred. Last month, Azzopardi was formally charged with having violated environmental protec- tion legislation in 2019, when he allegedly ignored a stop-and- comply order issued by a govern- mental authority and ordered a contractor to continue with road building works in Ħaż-Żebbuġ's Wied Qirda. Lawyers Stefano Filletti and Rachel Powell appeared for Azz- opardi. Inspector Eliott Magro is prosecuting. Azzopardi, the road build- ing agency's ex-boss has been charged with ordering contrac- tor Anthony Camilleri of AC Group to continue with works in the valley, despite having been ordered to stop by the environ- mental watchdog. In a judge- ment imposing a €36,000 fine on Camilleri which was handed down by magistrate Elaine Mer- cieca last April, the court de- clared that Infrastructure Malta had disregarded the stop-and- comply order issued by ERA by ordering its contractor to con- tinue with the road works. That court had been told how the contractor was receiving or- ders from Infrastructure Malta, specifically from its former CEO Fredrick Azzopardi and archi- tect David Vassallo. Azzopardi had insisted during the hearing of that case that the works were necessary to ensure the safety of the public road and that he thought the stop order meant that no work could be done apart from that related to the strength- ening of the road. In January 2020, politician Ar- nold Cassola had filed a criminal complaint with the police asking them to investigate and prose- cute Azzopardi over the works, saying they did not have a per- mit, in addition to the ignored stop notice. When no action was taken by the police, Casso- la then filed a further complaint with the Professional Standards Board, over the police's inaction against Azzopardi, the agency's CEO at the time.
