2 NEWS 23.2.2023 IN December 2022 compared with November 2022, seasonally adjusted production in the construction sec- tor decreased by 2.5% in the euro area and by 2.0% the EU, according to first estimates from Eurostat, the statisti- cal office of the European Union. In November 2022, production in con- struction fell by 0.1% in the euro area and rose by 0.1% in the EU. In December 2022 compared with December 2021, production in con- struction decreased by 1.3% in the euro area and by 0.4% in the EU. The annual average production in construction for the year 2022, com- pared with 2021, increased by 2.3% in the euro area and by 2.6% in the EU. Monthly comparison In the euro area in December 2022, compared with November 2022, civ- il engineering decreased by 4.0% and building construction by 2.3%. In the EU, civil engineering de- creased by 2.4% and building con- struction by 2.0%. Among Member States for which data are available, the largest month- ly decreases in production in con- struction were recorded in Germany (-8.0%), Austria (-7.6%) and Poland (-3.8%). The highest increases were observed in Slovenia (+10.6%), Slovakia (+9.5%) and Sweden (+4.3%). Annual comparison In the euro area in December 2022, compared with December 2021, civil engineering decreased by 1.5% and building construction by 1.3%. In the EU building construction de- creased by 0.9%, while civil engineer- ing increased by 0.6%. Among Member States for which data are available, the largest annu- al decreases in production in con- struction were observed in Germany (-8.2%), Spain (-6.3%) and Austria (-6.0%). The highest increases were re- corded in Slovenia (+74.5%), Roma- nia (+18.4%) and the Netherlands (+4.9%). When compared to the corresponding pe- riod of 2021, working-day adjusted industrial turnover increased by 20.5 per cent. During the fourth quarter of 2022, season- ally adjusted industrial turnover increased by 1.4 per cent over the previous quarter. Increases were registered in the consumer goods (3.8 per cent) and intermediate goods (2.3 per cent) respectively. On the contrary, decreases were registered in energy (10.9 per cent) and capital goods (3.0 per cent). Seasonally adjusted industrial employment increased by 0.9 per cent. During this period, industrial hours worked increased by 1.2 per cent and industrial gross wages and salaries increased by 7.1 per cent. Annual comparison When compared to the corresponding quar- ter of 2021, working-day adjusted industrial turnover increased by 20.5 per cent. This new Decision Notice updates and consolidates pre- vious MCA decisions from 2011 and 2012, taking into ac- count new developments and emerging issues in the tele- communications market. The rules contained in the Decision Notice address vari- ous subjects, including: • Measures to be adhered to by providers when they decide to change any of the contractual condi- tions of their end-users; • Requirements on addi- tional information to be included in contracts with end-users; • Requirements to be fol- lowed by providers when concluding contracts with end-users; • Transparency measures relating to the publica- tion of information on services offered; • Measures on the appli- cability of early termina- tion fees; • Measures on the refund of any unutilised advance payment or refundable deposit upon termina- tion of a subscription or change of tariff plan; • Proposals on the pro- vision of facilities that would ensure continued access of e-mails upon termination of an inter- net access service; and • Measures to be followed to by providers in cases where end-users fail to pay their bills. The Decision Notice also pro- vides guidance to stakeholders on the correct application of several end-user right require- ments outlined in the laws ad- ministered by the MCA. MCA CEO Jesmond Bugeja said that the new rules pro- vide a fair and modern set of guidelines that will ultimately benefit both end-users and the market. He is confident that all stake- holders, particularly provid- ers, will support this initiative and make every effort to im- plement the measures outlined in the Decision Notice.
