A minimum of eight (8) years' experience in at least one of the following: -precincts management, or -works management, or -maintenance of buildings, or -electrical or electronics or electrical installations, or construction or heating, ventilation and air-conditioning, or plumbing In possession of ECDL or ACAD or an equivalent qualification in computer studies at MQF level 3 OR Route A3 At least six (6) recognised qualifications at MQF Level 3 which include Maths, Maltese and English, and any one of the following: Electronics, or Electrical Installations, or Plumbing/Electrical. A minimum of ten (10) years' experience in at least one of the following: -precincts management, or -works management, or -maintenance of buildings, or - electrical or electronics or electrical installations, or construction or heating, ventilation and air-conditioning or plumbing In possession of ECDL or ACAD or an equivalent qualification in computer studies at MQF level 3. S kills Strong interpersonal and communication skills, leadership and supervisory qualities, capable of assuming responsibility, ability to work on own initiative, record-keeping, report-writing, ability to multi-task, computer literate, ability to communicate in verbal and written Maltese and English. Denmark, the Netherlands, and Germa- ny lean towards the lower end of this spectrum, registering figures of 35%, 37%, and 34%, respectively. The survey also demon- strates a consistent trend: in all EU Member States, a significant proportion of re- spondents, at least one in five, expressed that they often feel "tired" or "worn out" as the most apt description of their day-to-day emotional state. Notable concentrations of these responses were found in Ireland and Finland, both at 34%, along with Cyprus, Czechia, Luxembourg, and Malta, all standing at 33%. In contrast, the lowest percent- ages were observed in the Netherlands at 21% and Bul- garia at 20%. Interestingly, Lithuanians (40%) and Slovakians (38%) emerged as the most likely to report feelings of calm and serenity, while Czechia (21%), Cyprus, and Ireland (each at 22%) found themselves on the lower end of the spectrum. In all EU Member States, there is a prevailing consen- sus among respondents that the promotion of mental health holds the same impor- tance as physical health pro- motion, with levels of agree- ment ranging from 74% in Malta to 95% in Portugal. Less likely to seek help Despite the evident propen- sity for mental health issues among the Maltese popula- tion, the survey also highlights that they are less likely to seek professional help when faced with such problems, com- pared to citizens of other EU countries. In Malta, a notable 63% have refrained from seek- ing assistance, whereas the EU average stands at 54%. The survey further divulges that respondents in Greece (51%), Italy (51%), Romania (52%), Malta (54%), and Lat- via (56%) who have experi- enced challenges in accessing mental health services often attribute these difficulties to the perceived high costs asso- ciated with these services. A significant majority of respondents across Europe said recent global events - the COVID-19 pandemic, Russian aggression against Ukraine, the climate crisis, mounting unemployment rates and rising costs of food and energy - have had an influence on their men- tal well-being. In Malta, 47% mentioned they were 'some- what' affected, while 19% ac- knowledged being 'severely' impacted by these events. The survey was commis- sioned by the European Commission and the Direc- torate-General for Directo- rate-General for Health and Food Safety, to get a bet- ter overview of the views of EU citizens towards mental health.
