MOMENTUM has backed a sweeping set of animal welfare proposals made by NGOs, in- cluding a ban on all species not included on a government-ap- proved positive list. The proposals were made dur- ing the National Animal Confer- ence organised by Vuċi għall-An- nimali, an animal rights NGO. "Politicians should lead by ex- ample," Momentum election candidate Matthew Agius said. "It is not acceptable that polit- ical leaders host events at ven- ues linked to illegal animal op- erations. This sends the wrong message, that illegality, especially when it involves the maltreat- ment of animals, is tolerated." International organisations present at the conference said Malta's current system is failing, pointing to illegal wildlife trade, weak enforcement and the grow- ing number of exotic animals kept in unsuitable conditions. A proposal was put forward to incorporate within the law a pos- itive list of animals that could be kept as pets and in captivity. Any animal not on the list would be banned. Agius stressed the need for a change in mentality, saying wild and exotic animals cannot con- tinue to be treated as status sym- bols or for entertainment pur- poses. He pointed to recent cases, including a panther in Bormla, a chimpanzee kept in a rooftop cage in Swieqi and lions held in poor conditions in Naxxar, as evidence of serious enforcement failures. Momentum candidate Natasha Azzopardi highlighted the party's proposal to allow taxpayers to di- rect 0.8% of their income tax to a voluntary organisation of their choice, saying it would directly benefit animal welfare NGOs. Among Momentum's propos- als are legally binding minimum standards for space per species, a requirement that animals be compatible with Malta's climate without extreme artificial condi- tions, and proof of expertise be- fore ownership is granted. The party is also calling for full transparency on all exotic ani- mals kept in Malta, including the publication of veterinary reports and current conditions, as well as mandatory unannounced inspec- tions of all facilities. On enforcement, Momentum is calling for the immediate con- fiscation of illegally kept animals, the removal of any amnesties or loopholes, and the appointment of a specialised animal protection magistrate to ensure consistent and serious penalties. The party also wants an independent ani- mal protection ombudsman with executive powers. Momentum is further calling for the Animal Welfare Directo- rate to be significantly strength- ened, with more inspectors, a 24-hour rapid response unit and better-equipped officers, includ- ing training, scanners and sur- veillance tools. The party said any vision for Malta must promote a more compassionate society towards animals.
