11 maltatoday | SUNDAY • 10 MAY 2026 OPINION EDUCATION is one of the cen- tral pillars of Malta's social and economic development, shap- ing not only individual oppor- tunity but the collective future of the nation. This is highlight- ed in Malta Vision 2050, a na- tional initiative shaping Malta's long-term development. It sets a clear direction with measura- ble targets for 2035 and beyond, unifying various sectoral strate- gies under one comprehensive framework. The Labour government has reaffirmed this commitment through sustained investment across every stage of the ed- ucational path—from early childhood to lifelong learning, as highlighted in the National Education Strategy 2024-2030, a vision that has increasingly fo- cused on placing the individual at the heart of policy. The emphasis has been clear: Education is not merely a ser- vice, but a national investment in people—one that equips learners of all ages with the skills, resilience, and opportuni- ties needed in a rapidly evolving world. This approach reflects a broad- er understanding of education as a continuous pathway, sup- ported by targeted initiatives, modernised infrastructure, and inclusive policies that ensure no student is left behind. From strengthening compulsory ed- ucation to enhancing higher education and lifelong learning structures, Malta's strategy un- derscores a belief that progress begins in the classroom but ex- tends far beyond. Over the past four years, the government led by the Labour Party has placed education at the centre of its national agen- da, coupling long-term reforms with direct investment in stu- dents and educators alike. This commitment has not only been reflected in policy implementa- tion but is now being reinforced through a series of forward-look- ing proposals outlined in the current electoral campaign. The Labour Party's vision builds on a track record that pri- oritises inclusivity, accessibility, and quality across the education system. Initiatives have focused on modernising schools, ex- panding opportunities for young people, and ensuring that edu- cation remains responsive to the needs of both students and the wider economy. Indeed, recent campaign proposals include the continued modernisation of educational infrastructure and broader support measures aimed particularly at young peo- ple and families. Central to this vision is the principle that investment in ed- ucation must translate into tan- gible benefits for students. This includes strengthening finan- cial support systems, enhancing learning environments, and fos- tering innovation through re- search and technology. As min- ister responsible for this sector, I have consistently emphasised the importance of creating op- portunities that empower learn- ers to pursue their ambitions while contributing to Malta's competitiveness on a European and global stage. Looking ahead, the Labour Party's proposals during the on- going electoral campaign seek to deepen this student-centred approach. Additional measures announced further reinforce this student-centred vision. From day one, the Labour government made financial as- sistance to students and their families a priority. This is again reflected in the proposed meas- ures, which, given this gov- ernment's track record, will be implemented during the next legislature. Students pursuing post-sec- ondary education will benefit from a 15% increase in their sti- pend, as announced by Prime Minister Robert Abela during. The prime minister also con- firmed that students under- taking studies abroad through Erasmus programmes will re- ceive a total grant of €1,000. This reflects the Labour Par- ty's commitment to supporting those who aspire to experience student life in international uni- versities and colleges. Maltese students studying abroad will continue to receive their stipend in addition to this grant, ensuring sustained finan- cial support throughout their educational journey. To make extracurricular activ- ities more accessible and to en- courage wider participation, the tax refund available to parents will be increased by a further €100, bringing it up to €400 an- nually for those enrolling their children in after-school sport- ing, artistic, and cultural activi- ties. The tax refund scheme will al- so be extended to cover children attending football academies and emerging disciplines such as hybrid training (OCR), ensuring broader support across a wider range of activities. Elite athletes representing Malta in international compe- titions should not be required to use their personal leave to compete. Sports leave for elite athletes employed in the pri- vate sector and forming part of national teams will therefore be increased to 10 days when par- ticipating in European or world championships. This paid leave, funded by government, will also extend to accompanying techni- cal and medical team members. More measures announced in- clude a national BMI screening programme which will be intro- duced in schools to address the prevalence of childhood obe- sity. This initiative will enable early identification of children at risk, who will then be re- ferred, together with their par- ents, to professional dieticians. Tailored weight management programmes will be developed, combining nutritional guidance with structured physical activity. The focus is on ensuring con- tinuity. Building on reforms already underway while intro- ducing new measures that re- flect emerging challenges and opportunities. Whether through further investment in digital education, expanded pathways in vocational and higher educa- tion, or stronger support for ed- ucators, the overarching goal re- mains clear—to sustain a system that delivers excellence, equity, and opportunity for all. In this context, education is not treated as an isolated policy area, but as a driving force be- hind national progress. The La- bour government's commitment signals a belief that by investing directly in students across all ages and backgrounds Malta is investing in its future prosperity, social cohesion, and innovation capacity. As the electoral campaign un- folds, this vision will continue to shape the national conversation, positioning education not only as a priority, but as a defining element of Malta's path forward.
