2 maltatoday | WEDNESDAY • 5 AUGUST 2026 NEWS Hotel proposed on Hamrun's main street A planning application has been submitted to convert a furniture showroom on Triq il-Kbira San Ġużepp in Ħam- run into a 22-room hotel with 48 beds which rises to four floors. The proposal involves replac- ing the building's contempo- rary façade with one incorpo- rating six traditional Maltese timber balconies. However, the development would also create a blank party wall overlooking neighbouring properties and add extra floors that would rise above the sur- rounding streetscape. Submitted by Abdulrahman Alyasin, the application envis- ages demolishing the existing first-floor slab and façade, con- structing new first, second and a setback third floor, installing a lift, carrying out internal and external alterations at ground- floor level, and adding a roof- top pool. The Malta Tourism Authori- ty has already issued a Tourism Compliance Certificate for the 22-room hotel, but the project must still obtain planning per- mission from the Planning Au- thority. If approved, it would be among the first hotel develop- ments proposed in Ħamrun. Between January 2024 and May 2026, the Planning Authority approved only two guesthous- es in the locality and no hotels. The application is another sign of the continued spread of tourism accommodation be- yond Malta's traditional tour- ist hubs. Since the beginning of 2024, the Planning Authority has approved 220 tourism accom- modation projects, comprising 62 hotels and 158 guesthouses, adding a total of 5,235 rooms. While most approvals have been concentrated in high-tourism localities such as St Julian's, Sliema and Vallet- ta, recent applications indicate that tourism accommodation is increasingly spreading into other localities, with guest- houses and hotels being pro- posed in areas that have so far seen little tourism develop- ment, in this case in a road tra- ditionally associated with high street retail. The site is zoned as a Primary Town Centre within the local- ity's urban conservation area. The local plan permits one ad- ditional receded floor in those parts of the Primary Town Centres of Birkirkara, Ham- run and Mosta that are located within the Urban Conservation Areas. This is aimed at enhancing the function of these centres by allowing businesses to ex- pand within these locations. The additional allowable floor is to be receded in order to en- sure the least adverse effect on the skyline and the streetscape of the Centres. By means of a schedule of deposit, payment of arrears and redemption of ground rent, number 977/2026 in the names of Enotria Lim- ited (C880) vs Deputy Curators to represent the unknown successors in title of the owner/owners of the direct dominium of the farm in Triq Ħal Dragu, in the vicinity of Bidnija, limits of Mosta, measuring circa nine acres, with a wind driven water pump, reservoir and water sources, bounded on the South by Triq Tal-Ħżejjem, on the North by Triq Ħal Dragu and on the Northeast by property of Giovanni Deguara and his wife Maria, or their successors in title, filed in the First Hall of the Civil Court on the 11th May 2026, the applicant Enotria Limited (C 880) respectfully submitted: 1. By means of a contract dated ninth May 1969, in the records of Notary Joseph Agius, the applicant acquired, under the title of per- petual sub-emphyteusis, from Mr Joseph George Coleiro: i) The unnumbered farmhouse in the limits of Mosta, in the vicinity of Bidnija, in Triq Ħal Dragu, bounded on the south of Triq Tal-Ħżejj- em, on the north by Triq Ħal Dragu, and on the northeast by property of Giovanni Deguara and his wife Maria, or their successors in title (the 'Farm'), and ii) the field known as 'Tat-Toqba' in the limits of Mosta, in the vicinity of Bidnija, measuring circa an acre and a siegħ or more precise measurement bounded on the East by Triq Ta' Ċinċli, and from all other boundaries by the property above described (the 'Field'). This as better described in the relative deed (copy of the deed of acquisition together with a site plan indicating the Farm are here attached and marked as 'Doc. A' and 'Doc. B' respectively) (the Farm and the Field together shall be referred to as 'the Property'); 2. Mr Coleiro acquired the Property from Mr Angelo Galea by means of a contract in the records of Notary Francis Micallef dated 15th February 1966. That acquisition was made, subject to a number of conditions, amongst which 'against the annual and perpetual sub- groundrent of three hundred and four Liri and ten shillings (£304.10) of which four and a half Liri (£4.10.0) per year in perpetuity are original ground rent imposed on the Farm with the adjacent fields…' (copy of this deed is here attached and marked as 'Doc. C'); 3. By means of this schedule of deposit, the applicant wishes to avail itself of the option given to it by means of Article 1501 of Cap. 16 of the Laws of Malta and redeem the original ground rent imposed on the Farm in the amount of £4.10.0, today equivalent to ten euro forty-eight cents (€10.48). This sum capitalised at the rate of 5% amounts to a total of two hundred and nine euro and sixty cents (€209.60); 4. Notwithstanding the extensive searches carried out by the notary appointed for this purpose, no owner/s of the direct dominium of the Farm was found, and thus, the applicant does not know who has or could have any right to the original ground rent; 5. In addition, and in order to exempt itself from any responsibility, the applicant wishes to deposit also the sum of fifty-two euro and forty cents (€52.40) representing the original ground rent of the above-mentioned Farm for the last five years. Thus, the applicant is humbly calling upon this Honourable Court and under its authority proceeds to deposit the global sum of two hundred sixty two euro (€262), which sum represents the arrears of the original ground rent on the Farm of the last five years, as well as redemption of this same annual and perpetual ground rent and this so that this sum be withdrawn by who has a right to it.
