BEHIND every successful enter- prise is an idea, a clear ambition and the determination to turn it into reality. Whether it is a small enterprise seeking to modernise its operations, a self-employed professional looking to expand, or an established company plan- ning its next investment, growth often begins with recognising an opportunity. Taking that next step can open new markets, improve productivity and create lasting value for businesses, workers and our economy. Yet, having a promising idea and possessing the resources and knowledge to pursue it are two different things. Bridging that gap re- quires access to clear informa- tion, practical guidance and support to turn ambition into action. For many enterprises, par- ticularly micro, small and me- dium enterprises (SMEs), ac- cess to finance is only part of the challenge. Understanding which funding opportunities are available, identifying the most suitable programme and preparing a strong application can be equally demanding. These tasks require time and expertise, which smaller busi- nesses may struggle to dedicate while managing their daily op- erations and serving custom- ers. This is precisely where Serviz- zi Ewropej f'Malta comes in. As the government agency serving as a one-stop shop for EU-related matters, Servizzi Ewropej f'Malta offers free of charge assistance to enterpris- es seeking to explore and apply for EU funding opportunities. Its role is to make these op- portunities more accessible through clear and practical guidance. Through individual meetings, information sessions, and reg- ular updates on open EU fund- ing schemes, Servizzi Ewropej f'Malta helps enterprises un- derstand the schemes available, identify suitable opportunities and assess the requirements of a particular call. Beyond information, the agency offers practical, step- by-step support throughout the application process. This includes helping prospective beneficiaries develop their pro- ject ideas, define their objec- tives and prepare and submit their applications. Such assis- tance helps enterprises present a clear, coherent proposal that connects their business needs with the funding call's specific requirements. Servizzi Ewropej f'Malta's support does not necessarily end once funding is approved. Beneficiaries can also turn to the agency for guidance on questions and requirements that may arise during the im- plementation of their projects. This continued assistance helps them understand their obligations and keep their pro- jects focused on agreed objec- tives. Importantly, Servizzi Ewropej f'Malta also aims to equip en- terprises with the knowledge and skills to apply for funding themselves. Its Project Devel- opment and Writing training programme, developed since 2018, is designed specifical- ly to build that capacity. Over the past five years, the agen- cy has delivered more than 60 training sessions, catering for a range of beneficiaries, includ- ing enterprises, voluntary or- ganisations, public entities and local councils. I recently had the pleasure of addressing one of these ses- sions, where enterprise repre- sentatives and self-employed individuals were introduced to the key stages of project de- velopment and the EU funding application process. It was an opportunity to see how prac- tical training can help partic- ipants approach their invest- ment plans with greater clarity and confidence. Participants were guided through the essential stages of project development, which include identifying a genuine business need, defining clear objectives, planning activities, establishing expected results and preparing an application. Through interactive exercis- es, based on a simulated call for proposals, participants al- so had the opportunity to ap- ply this knowledge in practice. This helped them understand how each element contributes to a coherent project with a clear purpose and realistic, achievable outcomes. As Sir Francis Bacon ob- served, "knowledge is pow- er" and I firmly believe that empowering enterprises with knowledge is itself an invest- ment in our economy. With greater understanding comes the confidence to explore op- portunities, ask informed ques- tions and take practical steps towards business growth. Servizzi Ewropej f'Malta brings complex EU funding processes within reach for en- terprises and individuals to ensure they can benefit from them. As minister responsible for European funds, one of my pri- orities is to ensure that these opportunities remain acces- sible to our enterprises and translate into meaningful re- sults for our economy and our communities. We must also recognise that not every idea will qualify for EU funding, nor will every ap- plication be successful. What matters is that businesses have the acumen and the confidence to explore the opportunities available to them and under- stand how best to make use of these resources. Ultimately, European fund- ing is not an end in itself. It is a means of supporting ambi- tion, encouraging investment, strengthening competitive- ness and fostering sustainable growth. The true success of European funds is not meas- ured simply by how much we secure, but by how much we achieve with them, and by the opportunities and lasting ben- efits they create for Malta, in- dividual enterprises and the wider economy. Our responsibility is to ensure that no worthwhile opportuni- ty is overlooked simply because a business lacks the guidance to pursue it. 8 maltatoday | SUNDAY • 8 NOVEMBER 2026 OPINION Keith Azzopardi Tanti Unlocking EU funding opportunities for Minister for European Funds, Social Dialogue and Consumer Protection The true success of European funds is not measured by how much we secure, but by how much we achieve with them, and the lasting opportunities they create for Malta, individual enterprises and the wider economy
