According to the annual Trans- port Statistics report, the number of reported traffic accidents reached 14,070 in 2013. The figures mark a decrease of 476 cases, or 3.3 per cent over the previous year. Decreases were registered in al- most all districts, with the largest decrease recorded in the North- ern Harbour district, down by 168 cases. The Western district was the only district to register an increase, up by 14 cases. 1,582 traffic casualties, 963 of whom were drivers, occurred in 2013. 794 drivers suffered slight injuries, 157 were grievously hurt, while injuries sustained by 12 driv- ers proved fatal. During the same period 334 pas- sengers and 171 pedestrians suf- fered slight injuries, while 34 pas- sengers and 74 pedestrians suffered grievous ones. Moreover, injuries sustained by one passenger and five pedestrians eventually proved fatal, raising the total number of fatalities in 2013 to 18. On a gender basis, slightly-injured persons numbered 1,299, of whom 720 were males. Grievously-injured persons stood at 265, the majority being males. Of the 18 fatalities, 14 were males. The largest number of male and female casualties was in the 26-40 age group. 71.8 per cent of casualties were caused by passenger cars while 17.4 per cent were caused by motorcy- cles. Of the 18 fatalities, nine were caused by passenger cars, six were caused by motorcycles and the rest by buses and goods-carrying vehi- cles. The highest traffic casualty rate occurred on Sundays, accounting for 16.4 per cent of the total. The highest accident rate was re- corded on Fridays, totalling 2,224 cases, and the lowest on Sundays, with 1,489 cases, giving Sundays the highest casualty-to-accident ratio. Birkirkara was the locality with the highest rate of traffic acci- dents, with 845 cases. Ħal Qormi and Marsa followed, with 794 and 738 reported accidents re- spectively. 138,701 traffic-related contraventions issued by wardens In 2013, 64,697 traffic-related contraventions were issued by the Police, with the majority being is- sued in the Northern Harbour dis- trict. The largest contravention group was for 'Illegal/unauthorised park- ing', amounting to 16,919, or 26.2 per cent of the total. Sta Venera topped the highest tally of contra- ventions issued by the Police, with 4,701 contraventions. Traffic-related contraventions is- sued by the local wardens amounted to 138,701. The majority (35.6 per cent) of these contraventions were also is- sued in the Northern Harbour dis- trict. As with the Police, the largest contravention group booked by the Wardens was for 'Illegal/unauthor- ised parking', amounting to 51,115 contraventions given, or 36.9 per cent of the total. St Julian's was the locality with the highest tally of contraventions is- sued by Wardens, with 9,528, or 6.9 per cent of the total. In 2013, speed camera contra- ventions totalled 15,242, of which 12,961, or 85.0 per cent of the total, being in the '<=15km/h over speed limit' group. The camera which caught the most over-speeding ve- hicles was the one installed in Triq in-Nutar Żarb, Ħ'Attard, totalling 6,115 contraventions. News The Malta Financial Services Authority has, on 11 August 2014, made a determina on to the effect that Maltese Cross Financial Services Limited is unable, for the me being, to meet its obliga ons arising from claims by its investors for reasons which are directly related to its financial circumstances. As a consequence of this determina on, the Investor Compensa on Scheme is required to provide for the payment of compensa on in respect of claims arising out of the inability of Maltese Cross Financial Services Limited to: (a) repay money owed to or belonging to investors and held on their behalf in connec on with licensed business; or (b) return to investors any instruments belonging to them and held, administered or managed on their behalf in connec on with licensed business or, where this is not possible, their monetary equivalent or value. The Investor Compensa on Scheme Regula ons determine the condi ons for eligibility to such compensa on. The maximum compensa on that may be payable by the Scheme amounts to €20,000, or ninety per cent of an investor's eligible claims, whichever is the lower. By paying compensa on, the Scheme will be subrogated to the claimant's rights against Maltese Cross Financial Services Limited. Persons eligible for compensa on are required to complete an applica on form in respect of their claim. The claim applica on form is available online (in Maltese and in English) on www.compensa onschemes.org.mt. The form can also be obtained upon request from the offices of the Malta Financial Services Authority. Investors should seek legal assistance when determining whether to accept compensa on from the Scheme and when considering whether they have other available means of redress.
