that killed 200 THE chairman of the Euro- pean Parliament's environ- ment committee, Giovanni La Via, yesterday cleared the way for Karmenu Vella to be- come environment commis- sioner. Both the environment and fisheries committees approved Karmenu Vella's nomination as European Commissioner for the envi- ronment, fisheries and mari- time affairs. Green MEPs were however mostly irked by Vella's refus- al to give firm commitments on reform and legislation. Vella's grilling on Monday took place amid increased dissatisfaction over the deci- sion of Jean-Claude Juncker, the president-elect of the European Commission, to merge environment and fish- eries into one portfolio. Environment NGOs ac- cused Juncker of relegating environment to the second division and criticised the lack of a Commission vice- president for sustainable de- velopment. Juncker may address the is- sue by passing on the sustain- able development portfolio to one of the vice-presidents of the Commission, most likely to be former Finnish prime minister Jyrki Katainen. European Parliament President Martin Schulz has also sent a letter to Juncker, urging him to include sus- tainable development in Katainen's, responsible for Jobs, Growth, Investment and Competitiveness. Legislators argued that Juncker seemed to have put more emphasis on economic growth than protecting the environment. But the cross-cutting is- sue of sustainable develop- ment is not integrated into the portfolio nor in the mis- sion letter of Vice-President Katainen. "This means that VP Katainen is not being asked to integrate nor take into account this dimension while steering, coordinating and proposing policy choices to the College in the areas of jobs, growth, investment and competitiveness," Schulz's letter to Juncker reads. Even though 'sustainable' is mentioned in the mission letter of the Finnish vice- president through the coordination of the mid-term review of the Europe 2020 strategy, it is not explic- itly put on the same level as the competi- tiveness di- mension. The boat capsized in Mal- tese search and rescue waters on October 11, 2013, with at least 400 people on board, according to survivors. Malta rescued some 147 people, Italy picked up an- other 39 at least, while the other passengers were never found. "It is reasonable to ques- tion whether Italy and Malta acted promptly and with all available resources to save the refugees and migrants and whether a delay in going to their rescue contributed to the shipwreck," Amnesty International said. Months ago MaltaToday filed a Freedom of Informa- tion request on the details of the rescue mission but it was rejected by the AFM and is under review by the Infor- mation and Data Protection Commissioner. Amnesty said the mi- grants, whose boat was tak- ing in water after being shot at by a Libyan vessel, were rescued at least 5-6 hours after their first emergency call. They appealed to Italy first, but were told they had to call Malta because of their location. Once alerted, Maltese au- thorities were said to have been slow in assuming charge of operations, and not to have involved passing cargo ships, while an Italian navy vessel allegedly sailed towards the wreck at less than full speed, leaving first rescue duties to Malta. The Ministry for Home Affairs and National Secu- rity said in a statement that the sequence of events of 11 October clearly showed that the Armed Forces of Malta "acted in a highly profession- al manner". "They abided by interna- tional laws, rules and obliga- tions. It was because of the intervention by the Armed Forces of Malta that many lives were saved. More lives would have been lost had it not been for the timely intervention of the AFM."
