maltatoday, SUNDAY, 13 DECEMBER 2015 37 This Week This Week Operational Programme II – Cohesion Policy 2014-2020 Investing in Human Capital to Create More Opportunities and Promote the Wellbeing of Society PRE-ANNOUNCEMENT - CALL III European Social Fund The Managing Authority for Cohesion Policy 2014-2020 in Malta, the Planning and Priorities Co-ordination Department (PPCD) within the Ministry or European Affairs and Implementation of the Electoral Manifesto (MEAIM), would like to announce that it will shortly be launching a call for project proposals under the following Priority Axes and Investment Priorities: Priority Axis 3 – 'Investing in people through Education, Training and Life Long Learning' The Call is restricted to interventions undertaken by Public Administration, under the following investment priority: Investment Priority 10iv – Improving the labour market relevance of education and training systems, facilitating the transition from education to work, and strengthening vocational education and training systems and their quality, including through mechanisms for skills anticipation, adaptation of curricula and the establishment and development of work based learning systems, including dual learning systems and apprenticeship schemes. Priority Axis 4 – 'Building the Institutional Administrative Capacity' The Call is restricted to interventions undertaken by Public Administration and Local Government, under the following investment priority: Investment Priority 11i - Investment in institutional capacity and in the efficiency of public administrations and public services at the national, regional and local levels with a view to reforms, better regulation and good governance. The Call is restricted to interventions undertaken by Social partners and Civil Society Organisations; Public Administration Bodies involved in the delivery of education, lifelong learning, training and employment and social policies, under the following investment priority: Investment Priority 11ii - Capacity building for all stakeholders delivering education, lifelong learning, training and employment and social policies, including through sectoral and territorial pacts to mobilise for reform at the national, regional and local levels. The actual launch of the call, together with details of the related Information Session, will be published in the coming weeks and will also be available on our webpage: www.eufunds.gov.mt. The related Application Form and relevant documentation (including the list of eligible actions) will be made available through the same link once the call is launched. This notice should be considered as a pre-announcement to allow interested applicants additional time to prepare projects. Operational Programme II - Cohesion Policy 2007-2013 Empowering People for More Jobs and a Better Quality of Life Advert part financed by the European Union European Social Fund (ESF), Co-financing rate: 85% EU Funds; 15% National Funds Investing in your Future HORIZONS has just launched the publication of the third volume in the series Bejn Storja u Miti. The third volume concentrates on lawyer and politician Herbert Ga- nado; an interesting personality of the 20th century, famous for his four volumes Rajt Malta Tinbidel. The first two volumes in the Be- jn Storja u Miti series dealt with former Maltese Prime Minister Dom Mintoff and Monsignor Vic- tor Grech, an iconic personality in the social field. The third volume as in the case of its predecessors is edited by Sergio Grech, biographer of Capuchin monk Felicjan Bilocca, and Dr Sandy Cachia Zammit. Grech also published the novel Il- Lejl tal-Irgulija under Horizons's wings. The mentioned novel was one of the first titles published by Horizons. The Herbert Ganado volume boasts an admirable roster of contributors, namely Giovanni Bonello, Tonio Borg, Prof. Henry Frendo, Prof. Carmel Cassar, Si- mon Mercieca, Charles Xuereb, Mgr. Charles G. Vella, Max Far- rugia, Paul Saliba, Prof. Oliver Friggieri, Noel D'Anastas, Maria Grech Ganado, Emily Barbaro- Sant, Sergio Grech and Giorgio Peresso. Horizons publishes new collection of Herbert Ganado's writings A tale of two anti-fascists in Malta HISTORIAN Giorgio Peresso pre- sented to Prime Minister Joseph Muscat a copy of the book Giuseppe Donati and Umberto Calosso – Two Italian anti-fascist refugees in Malta. The Prime Minister congratulated Peresso for his thorough research both in local as well as in foreign ar- chives, especially in Italy – a process which, Peresso said, took six years in total. This involved various vis- its and meetings with the emigres' friends and relatives in Italy, where he managed to obtain documents which are seeing the light for the first time. Muscat said that he will be read- ing this book over the festive period and encouraged the publishers to explore the possibility of producing a historical TV documentary based on the facts being uncovered in this book. The presentation took place at the Office of the Prime Minister, Castille. The book features two Italian political and intellectual emigres who found refuge in Malta during Mussolini's dictatorship. Giuseppe Donati, who fled Italy after accusing Mussolini of organising the mur- der of Giacomo Matteotti, became friends with Nerik Mizzi and con- tributed regularly in Il Popolo. Umberto Calosso, who had fought in the Spanish Civil War on the side of the Republicans also established a deep relationship with the young Dom Mintoff, both living in Bormla, in the pre-World War II years. The author consulted a volumi- nous range of secondary sources as well as disclosing for the first time a number of documents pertaining to Donati's and Calosso's Malta links. The book includes a number of pic- tures of the persons with whom Do- nati and Calosso were associated – some of them unveiled to the public for the very first time.
