SAVIOUR BALZAN SILVIO Scerri, the former chief of staff to minister Manuel Mallia, has been appointed to the post of chief enforcement officer at Transport Malta, where he will be responsible for the overall enforcement of the provisions of the Transport Authority Act, which regulates road, sea and air transport. Scerri was appointed without any call for ap- plications. He had lost his job as chief of staff to former home affairs minister Manuel Mallia in Decem- ber 2014 after an inquiry implicating him in the way the government com- municated details on an incident where security driver Paul Sheehan fired shots at a motorist who nicked the ministerial ve- hicle. MATTHEW VELLA THE revolving door has worked well for Nationalist MP Tonio Fene- ch, who drifted straight into the world of private investment funds and joined former Bank of Valletta executives within months of losing his hat as finance minister in 2013. He even became the chairman of an advisory firm whose registered owner is a British Virgin Islands company. Fenech, who left Pricewaterhouse- Coopers in 2004 to take up the job of parliamentary secretary for fi- nance under Lawrence Gonzi, has declared a long list of directorships in parliament this month, together with his assets. Fenech, who spoke to MaltaToday yesterday, said that as an MP it was his right to have a separate profes- sion. "I assure you that none of the companies involved in create a con- f lict of interest with my parliament duties," Fenech said, and pointed out that Maltese laws do not give ministers transitional allowances to prevent so called 'revolving doors' conf licts: that is, when government officials drift into the private sector they previously regulated.
