According to the environmental impact as- sessment for the controversial project, resi- dents in Tigné will have to "keep their win- dows shut" during 10 months of excavations and four years of construction. "I lived 95% of my life in Sliema and we con- stantly listen to the concerns of residents. But there is a great difference between developing this site as 26 separate eight-storey blocks, as we can do by right, and developing it as one single project," Soler, 36, told MaltaToday. "Developing it as one major project entails abiding by the strict mitigation measures im- posed by the Planning Authority… Moreover had we developed 26 separate blocks, exca- vation would have been done in phases and would have taken longer than 10 months. As for shutting windows the EIA simply stated that noise levels would be less if one closes the windows. It did not propose this as a solution and did not say that every- thing would be fine if you close your windows." SAVIOUR BALZAN A consortium of Malta's top business groups who are likely to be the preferred bidders for the redevelopment of the White Rocks area, are planning to develop 70 middle- to high-end villas with prices rang- ing from €1 million to €5 million. The White Rocks area covers 45 hectares (449,885 square metres) of land but only 38%, or 135,600 square metres of the project area can be developed. The whole project will be financed, designed, constructed, and op- erated by the private sector which is expected to pay the government €22 million for the sale of the land. The villas will have the benefit of northwest-facing, uninterrupted sea views and a vista of the eastern coast of Gozo, apart from being surrounded with open spaces and sizeable gardens. The White Rocks Development Company is spearheaded by Mi- chael Bianchi, one of Malta's most established businessmen who however keeps a low profile in his role as a middle- man, bringing together foreign clients and local entrepreneurs.
