Pope Francis has appointed Maltese Archbishop Charles Scicluna as adjunct secretary of the Vatican's Congregation for the Doctrine of the Faith in a move that has been interpreted as an exercise in succession planning MATTHEW VELLA A National Audit Office re- port into inspections carried out by Malta's fisheries de- partment has revealed that the vast majority of regis- tered fishing vessels are not equipped with tracking de- vices. Scicluna was appointed adjunct sec- retary to the congregation, in what observers are interpreting as succes- sion planning by Pope Francis. The Maltese archbishop was already a member of the congregation and president of a special college within it that decided certain legal matters in canonical processes. Scicluna, 59, will remain Malta's archbishop.
