6 maltatoday | SUNDAY • 18 AUGUST 2019 JAMES DEBONO A roadside cafeteria is being p roposed instead of a derelict rural building that was previ- ously used as a lime factory along the Mriehel bypass, op- posite the Fort Business Cen- tre. The land outside the der- elict factory, which is outside development zones, is being expropriated for the construc- tion of the new Central Link roads project. The Central Link project will therefore bring the former factory closer to the bypass, as confirmed by plans presented by the applicant, and the new cafeteria will be built on a dif- ferent layout near the demol- ished factory. The application is being pro- posed by Raymond Zammit who declared having the "con- sent" of the owners of the fac- tory site. The first plans related to this application were presented in March but were only pub- lished on the PA website on Monday. Previously the ap- plication was listed as incom- plete and therefore not acces- sible to the public. According to the proposed plans the factory will be re- built on three levels includ- ing a basement level, a ground floor and a first floor on a 200 sq.m footprint. The upper floor will be reserved for "ex- ecutive dining". In 2003 an application pre- sented by Joe Micallef had proposed stores, parking facil- ities and a ground floor wed- ding hall on the same site. The application was refused due to its ODZ location. Government agency Amb- jent Malta had objected to the application because it would have blocked the only remain- ing outflow point of the valley to the sea, warning that this would have resulting in flood- ing problems. The case officer had also recommended refusal for the same reason. The St Paul's Bay local council had also objected to the change of zoning of the site.
