24.10.19 16 TOWNSCAPES PA initiates process for drafting of ex-Jerma Hotel development brief THE Planning Authority has been guid- ed by Government to prepare a Devel- opment Brief for the site of the ex-Jerma Palace Hotel in Marsascala. This re- quest falls in line with the requirements of the South Malta Local Plan (2006). For this purpose, the Authority is pub- lishing for public consultation a num- ber of objectives which will guide the drafting of the development brief. The proposed objectives for the De- velopment Brief include: • To designate the site shown in Map A as a Comprehensive Plan- ning Area for Regeneration of the Urban Coast; • To promote the development of a mix of land uses which shall include: • Tourism accommoda- tion which must include Class 3B (Use Classes Order (SL552.15) hotel/s which shall never be smaller, in terms of Gross De- velopable Floor space (GDF), than the ex-Jerma Palace Hotel; • Category A residential uses (Use Classes Order (SL552.15) which shall not exceed 40% of the to- tal allowable GDF; • Category D commercial uses (Use Classes Order (SL552.15); • Other uses which the Authority deems can contribute to the regeneration of this part of the urban coast; • To ensure that the overall devel- opment density does not exceed 100,000 sqm GDF, excluding spaces for car parks and servic- es, irrespective of the position of the floor space in relation to any street level; • To include an urban design frame- work providing guidelines on the site layout, architectural treat- ment, massing, colour, texture and materials of the buildings, circulation, road access, parking and landscaping requirements: Providing that a dimension for the maximum allowable building height in metres and the maxi- mum allowable site coverage with a clear indication of how these two criteria are measured must be included; • To ensure that public access to the foreshore is protected and en- hanced; • To introduce all the necessary mitigation measures aimed at re- ducing any potential adverse im- pact from the development, par- ticularly on scheduled buildings and the natural coast; • To require a planning gain contri- bution for the benefit of the com- munity of Marsascala. No individual applications for the dilapidated site of the ex-Jerma Hotel site can be considered before a development brief is finalised
