Delia also said that sections of the Maltese population were facing a chilling reality when re- cent SILC figures from the Na- tional Statistics Office showed that 17% of the population was at risk of poverty. "A country like ours shouldn't be seeing figures like this. When the government has announced one surplus after the other, we cannot accept that close to 20% of the population is at risk of living in poverty," Delia said. "What will happen next year when we have to reconcile the economy with COVID-19 re- strictions, like the thousands of tourists who didn't come [to Malta] this year?" He accused Prime Minister Robert Abela of functioning without a long-term econom- ic plan, and said that his 'five points' recently reported on l-Orrizont were "virtually lift- ed from documents the PN had proposed last year". "It is becoming clearer that the Labour Party cannot guarantee an acceptable standard of living. The PN knows where to invest and which direction it wants to take the country to ensure that we do not see these extremes of poverty." In his closing statements, Delia turned to the start of the school year and exams amid another outbreak of COVID-19. "Thousands of students will be sitting for exams that can deter- mine the outcome of their entire lives. They have already faced a lot of pressure and stress that can lead to long-term psycho- logical and physical suffering." "We need to find clear alter- natives to allow these students to go on with their schooling without subjecting themselves to unnecessary risk, and allow parents to make clear plans for their futures." The Superintendence for Cul- tural Heritage's first assessment was that even though not hav- ing significant cultural heritage value, the building proposed for demolition was an integral part of the contribution to the current streetscape. "The ex- isting dwelling forms part of a row of houses, most of which still retain their original façade and closed balconies, thus gen- erating a sense of rhythm in this very significant and legible streetscape." And with traditional town- houses with relatively high indi- vidual floor heights flanking the proposed hotel, the 10-storey block would not be in line with floor heights for these houses, impacting on the streetscape. The Superintendence insisted that the original façade, includ- ing the upper-floor cornice is retained. But it objected to the proposed height and is insisting that any development cannot exceed adjacent commitments. "This will help in preserving the integrity of the adjacent parish church as well as the surround- ing scheduled buildings." The architect of the project, proposed by Stefan Deguara, asked for the suspension of the application to gain more time to revise plans.
