The project will involve the excavation of sea- bed to accommodate the new facilities – a ticket- ing booth, benches for 100 to 110 people waiting to be boarded, public toilets and area for the pri- ority boarding for disabled people. Three new ferry terminals with sheltered wait- ing, landing and boarding areas were first pro- posed in the 2020 Budget at Ta' Xbiex, Spinola and Bugibba, which were to complement exist- ing landings in Sliema, Valletta and Cottonera, which are also being upgraded. No planning ap- plications have so far been presented for the con- struction of ferry landings in Spinola and Bugib- ba. In July, Transport Malta issued a request for proposals for the introduction of a ferry service in Malta and Gozo. In reply to questions from Mal- taToday, a spokesperson for the minister for the economy has restated the commitment made by the government in the last Budget to establish an ad hoc unit to review all public con- cession agreements and ensure conditions set out in such agree- ments are honoured. The commitment was restat- ed in a reply to questions on the concession agreement to Palum- bo, which obliges the govern- ment to certify – annually – that such contractual obligations and commitments are being "proper- ly fulfilled and maintained" and undertake "written condition re- ports every two years". According to the agreement, the review should address con- tractual obligations such as whether the docks have been effectively operational with full financial investment, and to certify environmental compli- ance to professional standards throughout the duration of the agreement. But the ministry for the econ- omy has revealed that when the concession was issued in 2010, the administration at the time did not specify who was to carry out the review in the concession agreement. Nevertheless, Mimcol was en- trusted "on two different occa- sions to carry out two compli- ance reviews on the Palumbo concession, with the latest one dating back to 2019", the spokes- person said. The government failed to spec- ify when the first review was conducted, despite follow-up questions sent by MaltaToday.
