In the report seen by MaltaTo- day, entitled 'Transitioning To- wards a New Normal', a eight- phase transition was envisaged for the easing of COVID-19 restric- tions, with three weeks separating each phase. The timetable listed all the ac- tivities that could be allowed to resume, ranging from low-risk ac- tivities to very high-risk activities: travel abroad, and the easing of restrictions on vulnerable people, were the last activities expected to be allowed, a full five months after the end of the soft lockdown – sometime in Sep- tember.
