6 maltatoday | SUNDAY • 30 OCTOBER 2022 NEWS JAMES DEBONO PLANS for the arts and culture community hub on the site of the government garage along Triq il-Biccerija in Marsa have been revised to include a num- ber of new facilities, including a 5D cinema with a 616-seat capacity, a band and dance re- hearsal studios, as well as a 638sq.m cafeteria. 5D theaters use seat effects and environmental effects to simulate lightning and thun- der, wind, frost, rain and snow, and explosion impact. In 2016, the Planning Au- thority had already approved the permit for the construc- tion of a Carnival Experience centre in the same 18,500sq.m site in Marsa, that will gather all those works related to car- nival, including the building of floats under one roof. The new plans still foresee a museum of carnival perform- ing arts, a parade ground pi- azza, interactive workshops, carnival costumes workshops and ancillary administration offices and facilities as well as an underground carpark over two levels. The new develop- ment will be constructed over 5 levels. The Planning Authority had originally approved a cultural hub which included perfor- mance space and rehearsal spaces for Maltese bands on a site in the Luqa industrial es- tate, which has now been ear- marked for a mosque and an Islamic center. Subsequently a decision was taken to incorpo- rate the rehearsal facilities in the cultural complex in Marsa. Festivals Malta instead allo- cated the Luqa site to the min- istry's Stores and Maintenance Division, downscaling plans to alter and existing warehouse, to instead provide staff rooms and ancillary facilities to the Islamic community. The Luqa plot will be en- trusted by way of a 'commoda- tum' (temporary possession) to Islamic Solidarity Malta, to continue exercising faith and socio-cultural activities after they vacate the Knights-era Ospizio in Haywharf, which has been used for prayers since 2016 and will form part of the Malta International Contem- porary Arts (MICAS) complex. Archaeological monitoring works on the site identified for the carnival hub have already resulted in the discovery of various rock-cut features in- cluding five rock-cut trench- graves. In its first reaction to the application the Superin- tendence for Cultural heritage warned that there is a "high risk" that excavations may un- cover more heritage features that may necessitate amend- ments to the proposed draw- ings. 5D cinema and band rehearsal centre included in Festivals Malta's project Marsa site will still accommodate a museum of carnival performing arts and workshops as foreseen in an application approved in 2016 Letter of Intention Mr Philippe Gatt, ID Card number 362074(M), declare his in- tention to register for an Employment Agency licence in accord- ance to article 23 of the Employment and Training Services Act, 1990 (Act XXVIII of 1990).
