The permit also envisaged the excavation of an underground parking. Back then the Superintend- ence of Cultural Heritage had declared its agreement with the restoration of historical build- ings. But it expressed reserva- tion on the excavation of the car park in the archeologically sensitive area especially in view of the possibility of finding new tombs. Subsequently, extensive stud- ies have been conducted to lo- cate the extent of cemeteries in the area. The underground parking will require the excavation of two to three levels partly within an area that prior to the mid 20th century formed part of the gla- cis of Fort Manoel before being transformed by works carried out by the British colonial au- thorities. While noting the concern of the Superintendence, the case officer report states that "unless parking is provided, a rehabili- tation proposal and the restora- tion of the dilapidated Lazzaret- to complex, the project will not be feasible." In the 1990s government had waived the casino concession fee in return for the restoration of Fort Manoel. Historic complex The Lazzaretto is a historic complex of 17th to 19th-centu- ry buildings. The oldest struc- ture, the Palazzo Vecchio or Old Palace, dates back to 1643. It features a central courtyard and marble inscriptions from the late 18th and early 19th cen- turies. Nearby is the New Palace with warehouses and arches facing the sea, built from the 1670s to the 18th century. In the 18th century, a pest house for plague patients and cattle sheds for quarantining animals were added. These structures suffered damage dur- ing World War II. The De Ro- han Block, completed in 1797, and the adjacent Profumo Of- fice, later destroyed in the war, were also part of the complex. The Lazzaretto was enclosed by a high wall to prevent escape and contained several cemeter- ies, only one of which remains. Notably, historical graffiti dat- ing from 1681 to 1947 can be found within the site, offering insights into its rich history. 323 apartments in the rest of Manoel island In March, MIDI had also pre- sented final plans for the de- velopment of 323 apartments on Manoel Island. They will be mainly located in two clusters in the vicinity of the bridge and another further inland. A four-storey housing unit will have 227 apartments off the bridge entry point, while another five-storey housing of 83 units will be located further inland. The full planning application largely conforms to an already approved masterplan, with some variations which accord- ing to the Superintendence for Cultural Heritage "will improve the context of the architectural assets" that will be preserved in the area. The application also foresees the rehabilitation of the rem- nant of the original Old Plague Hospital next to the 83-apart- ment complex as a food and drinks establishment, and the restoration of the Manoel Is- land Destroyer Depot with the adjacent D.S.E.A. building, to form another four residential units. The Manoel Hospital Building, which also served as a Customs House, will be restored and transformed into a restaurant. And an existing building adja- cent to St George's Chapel will be restored and converted into a Lapidarium for the storage and display of architectural remains recovered during the archae- ological evaluation of the site. The plans for this museum have been welcomed by the SCH.
