Gouder was found dead in Valletta on Tuesday morning. Although foul play was initially excluded, police are investigating amid appeals from the family for information on the days leading to his death. Gouder, 45, occupied several roles within the PN, including St Julian's mayor and MP. He was the PN's campaign manager in the last European election and recently announced his intention to contest the post of party secretary general.
