Malta Budget 2025: As Malta continues to navigate an increasingly complex global economic and political environment, the successful implementation of 86% of Budget 2025 measures stands as a strong testament to the Public Administration's commitment to fiscal responsibility, social equity, and sustainable growth. This figure marks a 2% increase over last year's 84%, further reinforcing confidence in Malta's ability to turn policy into tangible outcomes as the nation approaches the announcement of the 2026 Budget. Earlier this week, the publication "It-Twettiq tal-Baġit 2025" was officially launched by Principal Permanent Secretary Tony Sultana, in the presence of Minister for Finance Clyde Caruana and the leadership of the Public Service. The report highlights the steady progress in implementing the measures announced in Budget 2025 and the coordinated effort across ministries, departments, and entities to deliver meaningful results for citizens. Mr Sultana explained that the 2025 Budget featured 326 measures, of which 62% were social, 20% environmental, and 18% economic. These results reflect the ongoing dedication and professionalism of public officers, whose work throughout the year ensures that the national budget remains an effective tool for social and economic transformation. The Coordination and Implementation Division within the Office of the Prime Minister played a pivotal role in overseeing this process. Through systematic monitoring, regular reporting, and close collaboration with ministries, the Division ensured that implementation challenges were addressed promptly and efficiently. Budget 2025 was crafted against a backdrop of international uncertainty but domestic resilience. While global economic growth has been affected by geopolitical tensions and tight financial conditions, Malta's economy continues to outperform EU averages, driven by robust domestic demand and a thriving services sector. At the heart of Budget 2025 lies a people-centric vision — one that places social equity, sustainability, and innovation at its core. One of the key measures included a €140 million tax relief package, underlining the Government's ongoing commitment to advancing social justice, reducing poverty, and improving quality of life. Digital transformation and sustainability remain central pillars of the Budget 2025 agenda. Investments in renewable energy and digital infrastructure are progressing steadily, aligning Malta's development path with the Digital Decade Strategic Roadmap 2023–2030 and the European Pillar of Social Rights. These investments are not merely technological — they represent a strategic investment in the nation's future competitiveness and environmental well-being. As Principal Permanent Secretary Tony Sultana emphasized, public officers are the driving force behind this success. Their dedication and professionalism ensure that policies are not just announced but effectively delivered. Minister Clyde Caruana stated that the consistently strong implementation rates demonstrate the soundness with which Malta's Budgets are drawn up. He added that this Government has a proven track record of responsible Budgets, which, apart from supporting families and businesses, meet the country's economic targets and ensure continued national strength. "In this way, next Monday we will be presenting another Budget that will continue to support people and employers, while further strengthening the foundations of our country," the Minister concluded.
