While noting that Greece can meet its fiscal targets next year, the head of the country's central bank yesterday warned that the biggest risk the economy faced would be a failure to conclude the latest bailout review. Athens and its official creditors are at odds over the country's fiscal targets as well as labour and energy reforms that are part of Greece's second bailout review. Meanwhile, a rift between the European Union and the International Monetary Fund over Greece's medium-term primary surplus targets has also clouded Greek hopes for a swift conclusion of the review. "Despite the positive projections... serious risks remain," Yannis Stournaras told a conference in Athens. "The main risk would be the eventuality of failing to reach agreement on the second bailout review and any delays in implementing the programme or backtracking." Greece's budget aims for a 2017 primary surplus – which excludes debt servicing costs – of 2% of economic output, slightly higher than the 1.75% bailout target. In 2018, the bailout terms demand the surplus increase to 3.5% of output. Athens says it cannot maintain a surplus at such levels beyond 2018. Athens hopes to reach an initial deal with its lenders on reforms this week and conclude the review by the end of the year. A Eurogroup meeting of euro zone finance ministers on December 5 will discuss Greece's progress and debt relief measures. A second Eurogroup meeting may take place later next month, Greek and EU officials have said. Greece's medium-term fiscal targets and how long it can sustain them will also be on the agenda. Greece's economy expanded for the second quarter in a row in July- September, statistics service data showed on Tuesday, boding well for a stronger recovery next year after a protracted recession. 4-star and 2-star hotels keep momentum up In September, total guests in col- lective accommodation establish- ments numbered 157,416, while total nights spent amounted to 889,457, the National Statistics Of- fice said. Collective accommodation categories registered decreases in total nights spent, with the exception of 4-star and 2-star hotels. The largest share of guest nights was reported in 4-star hotels, accounting for 424,914 nights, or 47.8 per cent of the total. The average length of stay in collective accommodation establishments went down to 5.7 nights in September 2016 from 5.8 nights in the same month of 2015. The net use of bed-places stood at 72.4 per cent, down by 0.4 percentage points when compared to the corresponding month last year. On a national level, there were 180 active collective accommodation establishments during September, with a net capacity of 18,318 bedrooms and 40,982 bed-places. Regional breakdown Total guests in Malta numbered 147,916, up by 0.2 per cent over September 2015. Additionally, a decrease of 2.5 per cent was recorded in the number of nights spent. The average length of stay edged down by 0.1 of a night to 5.8, when compared to last year, while the net occupancy rate stood at 72.9 per cent, at par with last year. Total guests in Gozo and Comino increased by 4.2 per cent to 9,500, while total nights spent went down by 7.2 per cent to 38,576 when compared to the comparative month last year. January-September Total guests during the first nine months of 2016 amounted to 1,231,468, a slight increase over the same period in 2015. Total nights spent went down by 0.9 per cent, reaching nearly 7.0 million. The net use of bed-places declined by 1.0 percentage points to 66.0 per cent.
