(i) 3.55% Malta Government Stock (Fifth Issue) maturing in 2026 (ii) 4.00% Malta Government Stock (First Issue) maturing in 2038. Fixed Rate Malta Government Stocks Applications from members of the public for an amount up to a maximum of €499,900 per person in any one or in each of the two stocks on offer open on Monday 10 th July 2023 at 8.30 a.m. and close at 2.30 p.m. on Wednesday 12 th July 2023. Applications from wholesale investors in the form of sealed bids (auction) open at 8.30 a.m. on Friday 14 th July 2023 and close on the same day at noon (CET), or earlier at the discretion of the Accountant General. The application forms may be obtained from, and lodged at, all Members of the Malta Stock Exchange and other authorized Investment Service Providers on the indicated dates. Application forms may also be downloaded from the Treasury's website at www.treasury.gov.mt with effect from Friday 7 th July 2023. Bids on the prescribed forms are to be transmitted by e-mail at the e-mail addresses indicated on the application forms. The Accountant General announces the issue of €270,000,000 Malta Government Stock in either or each of the following stocks: The sum of money to be raised may be increased by an additional €150,000,000 in the event of oversubscription. For wholesale investors: For the general public: (i) 3.55% Malta Government Stock (Fifth Issue) maturing in 2026 (ii) 3.75% Malta Government Stock (Third Issue) maturing in 2033 KARL AZZOPARDI A new prison Prisoner Welfare Commis- sioner will be announced in the coming days, a Home Affairs spokesperson has confirmed with MaltaToday. The new commissioner will be filling a post which has been vacant for more than three months, after former commissioner Mauro Farrugia resigned 12 weeks into the job. Farrugia had resigned for personal rea- sons, with the Home Affairs Ministry stat- ing it would be appointing a commissioner according to the established procedure. No interim commissioner was appointed following Farrugia's resignation. "Whilst a new commissioner will be an- nounced in the coming days it must be said that at no point was there a vacuum since prisoners had other ways and means to voice their concerns primarily through the Prison Monitoring board," a home affairs spokesperson said. The new commissioner will be the third in 18 months, as the first commissioner, Christopher Siegersma, had been appoint- ed director of the Corradino Correctional Facility in the wake of the resignation of Robert Brincau. What does the Prisoner Welfare Commis- sioner do? The post of prisons commissioner was one of the 32 recommendations forwarded by a government inquiry into prison oper- ations, set up in the wake of the death of 30-year-old inmate Colin Galea, who died days after attempting suicide at the Corrad- ino Correctional Facility. The inquiry also forced the resignation of maligned director Alex Dalli, a former army official who presided over a spike in deaths inside the Maltese prison. The prisons commissioner is tasked with examining the Correctional Services Agen- cy's safeguards and measures that are nec- essary to ensure that any treatment, deci- sion or rules are in accordance with the law and established standards. The commissioner should also carry out regular inspections, at least monthly, of all prisons, to ascertain the rights of prisoners are being upheld. It is not yet clear whether the inspections were carried out in Farru- gia's absence. The individual charged with the position has unrestricted access to all parts of the fa- cilities within the prisons and to prisoners' records, as well as the right to interview any prisoner in such facility in private.
