THE Maltese parliament voted in fa- vour of a limited exception last week to allow an abortion to take place if the woman's life is at risk. The amendment to the Criminal Code, known as Bill 28, is the first significant change to Malta's century-old blanket ban on abortion. But the version of Bill 28 approved by parliament in all its stages is different from the original proposal floated by government, which had also made pro- visions for situations where the wom- an's health is at risk. In the final version, parliament qual- ified the health risk as being one that may lead to death thus restricting the interpretation. The new version of Bill 28 approved by parliament was welcomed by the Op- position, the church and other pro-life groups who had denounced the original amendment. But renowned gynaecologist Mark Sant remarked that the new version of the Bill would make no difference in a case like that of Andrea Prudente – an American tourist denied an abortion despite suffering a ruptured membrane and being told her pregnancy was no longer viable. The amendment was billed as 'historic' by government but pro-choice activists criticised the final outcome. To them, what was already the bare minimum had been watered-down to a version that simply legalised the status quo. Pro-choice activist Lara Dimitrijevic and Labour Party President Ramona Attard share their views with us.
