12 maltatoday | SUNDAY • 14 DECEMBER 2025 NEWS By means of a decree given by the Civil Court, First Hall, on the 28th No- vember, 2024, in the records of Sworn application number 801/2024DC after Judicial sale number 34/2022, in the names: Vella Wright Natalie Mary Louise vs Emanuel Baldacchino et, the following publication was ordered, in terms of Article 187 et sequitur of Cap. 12, for the purpose of service of the respondent. By means of an application in the names: Vella Wright Natalie Mary Louise (298201L) vs Emanuel Baldacchino (368682M) et filed in the Civil Court First Hall on the 27th November, 2024, the application of Natalie Mary Louise Vella Wright States: That the applicant was notified with the notice issued in the Govern- ment Gazette in terms of Article 416 of Cap. 406 of the Laws of Malta; That, thus, in terms of the said Article 416 of Cap. 406 of the Laws of Malta, the applicant is bringing forward her rights by means of this note; That, in virtue of the contract of constitution of debt dated the first (1) of October 2020, ('the First Agreement') in the records of Notary Dr Mat- thew Agius insinuated with number 19660/2020, Emanuel Baldacchino & Co. Limited (C44700) and Emanuel Baldacchino (368682M) constitut- ed real, certain and liquid debtors in favour of the interpellant creditors, in the amount of thirty five thousand, nine hundred and forty one euro (€35,941), which amount had to be paid in monthly instalments over a period of three (3) years; That, in the same contract, it is indicated that if the debtors fail to pay two consecutive monthly instalments, the same respondents lose the ben- efit of time and the remaining amount is due immediately, with the highest interest given by law from the date of default in terms of the Agreement; That, in virtue of the contract of constitution of another debt dated the 1st October, 2020, ('the Second Agreement') in the records of Notary Dr Matthew Agius insinuated with number 19661/2020, Emanuel Baldac- chino & Co. Limited (C44700) and Emanuel Baldacchino (368682M) constituted themselves real, certain and liquid debtors in favour of the interpellant creditors, in the amount of thirty five thousand, nine hundred and forty one euro (€35,941), which amount had to be paid in monthly instalments over a period of three (3) years; That by means of a judgement of this Honourable Court dated 29th March, 2022, the Court upheld the applicant's demands and declared that the defendants Emanuel Baldacchino & Co. Ltd and Emanuel Bal- dacchino are jointly and severally debtors of the applicant in the sum of sixty f ive thousand, three hundred and ninety one euro and eighty cents (€65,391.80) representing payment due according to the two contracts of constitution of debt enrolled with numbers 19660/2020 and 19661/2021 and dated the first October, 2020, respectively, and ordered that the re- spondents in solidum between them pay the said sum of €65,391.80, as well as interest at the rate of eight per cent (8%) which runs from the tenth (10) of November, 2021, till the date of effective payment and the costs of the cause, including legal and judicial costs, as well as the costs of judicial letter number 2341/2021 in the amount of €262.30; That the debt of Emanuel Baldacchino & Co. Limited and Emanuel Bal- dacchino amounts to the sum of seventy two thousand, five hundred and forty three euro and thirty cents (€72,543.30) as for sixty five thousand, three hundred and ninety one euro and eighty cents (€65,391.80) capital and as for two thousand, eight hundred and forty seven euro and thirty seven cents (€2,874.37 further interests from the 10th November, 2021 till the 29th May, 2022, and as for three thousand, seven hundred fifty two euro and fifty three cents (€3,752.53) costs of the cause number 43/2022, and as for five hundred twenty four euro and sixty cents (€524.60) costs of the judicial letters number 2341/2021 and 2342/2021. Provided that such amount excludes the costs of the judicial sale number 34/2022 as well as of the present proceedings, which shall also be liquidated and calculated as a final claim; That presently, the applicant has a special hypothec given by the re- spondents in her favour with registration number 9571/2018. Such regis- tration was registered before the registrations of hypothecs of other credi- tors, and thus for the purpose of this procedure, the applicant is to be paid before other creditors by means of this present procedure. "Work, labour, is the back- bone of dignity for humankind; however, we must be ever vig- ilant to maintain equilibrium in our society so that new so- cial classes do not materialise, and above all, we don't have a society of have and have not," she said in her Republic Day speech on Saturday morning. The president said infrastruc- ture and services are showing deficiencies, partly due to pop- ulation growth, and urged con- tinued efforts to address these challenges. "Analysis and response to the ongoing social changes within our environment are of utmost importance; the challenges are various, particularly those con- cerning infrastructure and ser- vices," she said. She pointed out that Article 1, sub-article 1 of the consti- tution, states "Malta is a dem- ocratic republic founded on work and on respect for the fundamental rights and free- doms of the individual." "When we place the individ- ual at the centre of the aspi- rations that guide our actions, we build a society that, by its very nature, serves as a deter- rent against the emergence of extreme socio-political move- ments within our country," she said. Spiteri Debono said it is es- sential to understand the eco- nomic realities of the nation, including how the employment and career aspirations of the Maltese people have evolved, and the need for inclusion and integration within society of those who are making Malta their home. "They are those whose chil- dren will eventually be Mal- tese," she said. Referring the Carers' Leave and Urgent Family Leave, she said these are an acknowledge- ment employees are being re- garded as whole individuals, with social and familial obli- gations outside the confines of the workplace. Recently, Opposition MP Adrian Delia made controver- sial statements on overpopula- tion in Parliament. The state- ments received widespread criticism, but he defended his argument by saying the coun- try's challenges stem from rapid population growth that the government failed to plan for, regardless of whether that growth came from. President questions if enough is being done on housing pressures President Spiteri Debono also asked if enough is being done by government in helping to ease housing market pressures. She highlighted the court rul- ings concerning individuals' right to the enjoyment of pri- vate property, especially in cas- es related to rent control laws, which were originally intro- duced with social aims at heart.
