The European Union recently changed its Facebook relationship status to "in a relationship" with Canada. Here's what we know so far DURING her State of the Un- ion address last week, European Commission President Ursula von der Leyen announced that Canada is to become the EU's first associate member. Once her speech was over, the question on everyone's mind was simple: What the hell does that mean? Being both Maltese and Cana- dian, I can't say I wasn't excited by the news. So I might be a lit- tle biased here. Or maybe not, since I'm playing both sides. I don't know but it really doesn't matter. Seeing Canadian Prime Min- ister Mark Carney, invited as a guest of honour, being guided through the European Parlia- ment in Brussels by Parliament President Roberta Metsola was something I never thought I would see. This might sound a little cheesy, but it made me in- credibly proud to be from Żab- bar and Nova Scotia. However, I'd also be lying if I said I wasn't a little confused when I first heard the announce- ment. I mean, is Canada going to have to follow EU law? If so, will it get a say in making those laws? What about freedom of move- ment? And why not just make Canada a member state? I decided the most sensible place to start looking for an- swers was the European Parlia- ment and, apparently, I'm not alone with those questions. So, what is an EU associate member? "Well, no one knows what it means," Labour Party MEP Alex Agius Saliba said. "That's the problem." And that does seem to be the case. A lot of people are trying to work out what it could mean by looking at similar agreements, but so far, nothing official has been explained by anyone di- rectly involved in shaping it. As Agius Saliba pointed out, there is currently no established concept of "associate mem- bership" at EU level. And, like the rest of us, MEPs first heard about the plan while listening to the State of the Union address. He explained that any agree- ment involving the bloc, includ- ing association and trade agree- ments, requires a legal basis under the Treaty on the Func- tioning of the European Union, or TFEU. If there is no treaty article providing for a particular kind of agreement, you may have dug yourself into a bit of a hole. So far, no such provision exists for this kind of associate mem- bership because, as Agius Saliba put it, it is "an entirely new con- cept." He noted, however, that the treaties can be amended. "I have no problem with the EU expanding its relationships, es- pecially during this geopolitical situation, where the USA, which is supposed to be our friend, has become increasingly hostile," he said. His concern, however, was whether member states had even been asked what they thought of the proposed "marriage," as sev- eral speakers described it during the State of the Union. During the three-hour-long event, Canada was extreme- ly well received. Speaker after speaker welcomed the world's second-largest country with open arms, and Carney, who had been invited as guest of honour, even got up to hug Von der Ley- en during the announcement. On Facebook, the European Commission changed its re- lationship status to "in a rela- tionship" with Canada, adding: "We've always loved maple syrup with our pancakes." Very valid. I wonder if they've tried maple whisky. If anyone still isn't on board, I promise one glass will have them sold. But there is also an incredible amount of strength that could come from Canada forming a closer relationship with the EU, and not just when it comes to whisky and pancakes. Like, gen- uinely incredible. Canada holds the third-largest proven oil reserves on earth, at around 171 billion barrels, and is the world's fourth-largest oil producer. It also has vast sup- plies of natural gas, uranium and critical minerals, precisely the kinds of resources Europe has spent the past few years trying to secure from somewhere other than Russia.
