Those are just assumptions, though, which is what most peo- ple are working with right now, including former Prime Minister Alfred Sant. "Given how the geo-political situation has developed these past two years, an emphasis on defence and security will be inevitable, with Canada look- ing over its shoulder at the US, and the EU sideways over both shoulders, at the US and Russia," Sant said, noting that Canada already has access to the bloc's fund aimed at leveraging invest- ment in weapons production. The problem with finalising any such agreement, according to Sant, lies in the details, which would need to be thrashed out during technical negotiations. "Actually," he went on, "there doesn't seem to have been much diplomatic and technical home- work done by the European Commission before Von der Leyen launched her proposal." Sant speculated that the even- tual agreement could be mod- elled on the European Economic Area rather than Switzerland's relationship with the bloc, as others have suggested. Beyond free trade in goods and servic- es, he said such an arrangement could cover most aspects of the single market and eventually ex- tend to Schengen. Sant did note, however, that the status of "associate member- ship" does not currently exist, although the term itself has been used in the past to blur the true nature of relationships between the EU and third countries. "For instance, it was also used in Malta, and elsewhere, during the late 1960s and very early 1970s, when the then EEC was concluding a raft of association agreements with Mediterranean countries," Sant said. Those arrangements, he stressed, had nothing to do with actual membership. He added that this shouldn't be too difficult to negotiate, ar- guing that a very close political, economic and social relation- ship between Canada and the EU could work well for both sides. As PN MEP David Casa point- ed out, Canada is already one of Europe's closest allies and its second-largest trading partner, meaning any new agreement would build on an extensive ex- isting framework. Beyond the Comprehensive Economic and Trade Agreement (CETA), Casa noted that the EU and Canada already cooperate on high-level policy, critical raw materials, defence and security, research, energy and digital pol- icy. So what would associate mem- bership actually add? In his speech to MEPs, Carney envisioned closer cooperation across several areas, particularly seamless trade, energy and in- dustrial cooperation, stockpiles of critical raw materials and par- ticipation in the Erasmus+ pro- gramme. Not too bad, right? You might find yourself going from Msida to Toronto, or suddenly spotting some hipster Montrealer wan- dering around MCAST Mosta. This, Casa explained, could be done without Canada joining the single market, something Carney himself has already ruled out. Casa also thinks treaty chang- es might not even be necessary, arguing that the EU already has a wide range of agreements with third countries. Each carries its own rights and obligations, he said, meaning the existing trea- ties may already provide enough legal room to accommodate not- so-little Canada. This would, of course, still re- quire unanimous approval from EU member states, which Casa argued would themselves bene- fit from the greater strategic au- tonomy closer ties with Canada could bring. Through the agreement, Ca- sa explained, Europe would strengthen its ties with another democracy, something which has become increasingly impor- tant as pressure from hostile authoritarian states seems to be found on all fronts as of late. He also pointed to the Arctic, which he described as an in- creasingly contested geopoliti- cal frontline, particularly as the US expands its military role in Greenland. According to Casa, this is another area where closer cooperation with Canada could prove important. "Traditionally, expanding the market also increases options for consumers, lowers costs, betters the chance for innovation and research cooperation by pool- ing resources," Casa said. "It is the opposite of the protectionist, masochistic, scattergun-sanc- tion approach of Canada's southern neighbour." There are limits, however, to what could be on the table for Canada and the EU. Canada may be able to secure deeper access to parts of the single market, but it would not gain a formal role in EU institutions or a say in mak- ing EU law. Casa also suggested that the Canada debate could have reper- cussions beyond the two sides, potentially reigniting discussions over the UK's relationship with the EU after Brexit, particularly under the more pro-European leadership of Andy Burnham. Full membership, however, ap- pears to be out of the question for Canada. Casa underlined that the "Europeanness" of the EU is baked into its member- ship requirements, while Carney himself has already rejected the idea of Canada joining the bloc. And that's probably just about all we can infer about Canada's proposed associate member- ship/marriage with the EU until the details are fully worked out. There is one thing we can know for sure: It will be unique to Canada. And with that, just drizzle some maple syrup on the pastizz for some sweet and savoury. Roberta Metsola
