The site is close to the Ġgan- tija megalithic temples, a UN- ESCO World Heritage Site, in Triq Guzeppi Grech. It is currently covered by zoning in- tended for the expansion of the adjacent public school facilities. The application (PC/00030/26) is current- ly pending assessment by the Planning Authority. Refalo de- clares that he is the sole owner of the entire site. George Refalo is also listed as an "other appli- cant". Daniel Refalo is a prominent Gozitan property developer, a business partner of Joseph Portelli, and an operator of Comino's Blue Lagoon con- cessions. The proposal seeks to change the zoning to allow res- idential development instead. The application is limited to 472sq.m of land owned by Dan- iel and George Refalo, which forms part of a wider area des- ignated for school facilities. The attempt to change the site's designation follows an earlier application for a house on the same land which was refused after the Planning Au- thority found that residential development was incompatible with the site's zoning. An application submitted in 2010 by Joseph Attard sought outline permission for the con- struction of a terraced house. A 2013 case officer report recom- mended refusal, noting that the Gozo and Comino Local Plan designated the area for the up- grading of existing school facili- ties while also retaining the site as Restricted Open Space. The report stated that the site "should therefore remain un- developed and open" and that residential development was clearly in conflict with the ap- plicable policy. Back then the Ministry for Gozo did not object to the ap- plication noting that the land in question did not form part of the school grounds and was not government-owned. The Ministry of Education and the Foundation for Tomorrow's Schools were specifically con- sulted but neither authority submitted a reply. The 2013 report noted that the site had fallen within the boundaries of an Emergency Conservation Order linked to the scheduling of the Ġgantija complex. Although that order subsequently expired, the area was covered by a wider buff- er zone through a scheduling published in 2010. The Superintendence of Cultural Heritage had recom- mended an archaeological in- vestigation before expressing its position on the proposed development. The Planning Di- rectorate also stressed that the site's archaeological constraints should prevail in its assessment. The previous application was ultimately recommended for refusal partly because develop- ment could have an adverse im- pact on an important archaeo- logical site or area. The new application, submit- ted by Refalo, effectively seeks to change the planning desig- nation that previously prevent- ed residential development. Reporting by James Debono Invasive pearl sensors' of Research at Delimara's heated-water outfall shows that even one of Malta's most heat- tolerant marine invaders has clear physiological limits PEARL oysters living in the arti- ficially heated waters discharged from the Delimara power stations are a "living sensor" for scientists monitoring the effects of rising sea temperatures. The invasive species is showing signs of physiological stress, pro- viding researchers with invaluable information. The findings come from a study examining the invasive pearl oys- ter (Pinctada radiata) at three locations around Delimara, in- cluding the warm-water outfall at Il-Ħofra ż-Żgħira. The study, published in Marine Pollution Bulletin under the ti- tle Thermal Effluent Exposure Reveals Early Physiological Con- straints And The Bioindicator Potential Of The Invasive Pearl Oyster Pinctada Radiata In A Warming Mediterranean Sea, ex- amined how the oysters respond internally to different levels of thermal exposure.
