maltatoday, SUNDAY, 17 AUGUST 2014 37 THIS WEEK Anyone can tell an animal from a plant. Or can they? Some creatures have had even biologists duped. Admittedly, it wouldn't be something straightforward like an oak or an elephant, but you'd be forgiven for thinking that a Snakelocks Anemone (Artikla Hadra) is a plant. It looks like a tuft of alga, stuck to a rock just below the shoreline, its brown-green fronds swaying with the waves like a bit of grass in the wind. But anemones are animals, and those swaying things are not leaves at all but weapon-wielding tentacles waiting to zap any hapless sea slug or small sh that drifts into contact. The stunned victim is then wafted down among the tentacles to be sucked into the waiting mouth – not typical plant behaviour, that. Anemones are in fact closely related to free-swimming jelly sh, only these have opted for a sedentary, upside-down lifestyle, with their tentacles facing up. Incidentally, don't worry about being blitzed by these creatures, their stinging cells are not normally strong enough to penetrate human skin. 417. The capacity which currently exists in countries needs to be safeguarded and increased from current levels, in line with the process laid out in the Strategy for Resource Mobilization, in order to enable countries to meet the challenges of implementing the Strategic Plan for Biodiversity 2011- 2020. The fulfilment of this target will have implications on the feasibility of achieving the other 19 targets contained in the Strategic Plan As part of its obligations, Malta targets that by 2020, the capacity for national implementation of the Convention on Biological Diversity, other related Multilateral Environmental Agreements (MEAs) and EU obligations increase as compared to the current levels.
